RESOLUTION N0. 4713
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH REQUESTING THE
COUNTY OF ORANGE TO DISCONTINUE SELLING
OR GIVING AWAY ANIMALS FOR RESEARCH PUR-
POSES
WHEREAS, public fear of animals being used in medical
experiments prevents some people from taking pets or strays
to the County Animal Shelter; and
WHEREAS, animals left free to roam add to the pet sur-
plus and increase the cost of animal control; and
WHEREAS, animal shelters should serve primarily as a
sanctuary for animals and not a source of inexpensive animals
for experimentation; and
WHEREAS, there are many sophisticated methods available
for determining the effects of drugs and chemicals on humans
without using animals ; and
WHEREAS, animals from many Orange County cities are often
sold for research purposes by the Orange County Animal Shelter;.
and
WHEREAS, the City Council of the City of Huntington Beach
would like to eliminate the practice of selling or giving away
animals by the Orange County Animal Shelter for research,
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Huntington Beach requests all cities in Orange
County to encourage the County Animal Shelter not to sell or
give away animals to any person or organization desiring such
animals for research purposes .
BE IT FURTHER RESOLVED that the City Council of the City
of Huntington Beach urges all cities to instruct their employees
to specify that animals turned in by them to the County Animal
Shelter shall not be used for research purposes .

MOTION TO RESCIND RESOLUTION NO 4713 ADOPTED - NEW RESOLUTION TO BE PREPARED V
A motion was made by MacAllister, second Siebert to rescind Resolution No. 4713,
adopted on February 5, 1979, urging the County to discontinue giving away or sel-
ling animals for research, and to direct staff to return with a new resolution
li taking into consideration the information presented to the Council during the
earlier portion of the meeting.
Councilman MacAllister requested that the new resolution restrict the use of
animals only to those recognized and authorized for research by the State and
County.
The motion carried by the following vote:
AYES: Yoder, Thomas, MacAllister, Pattinson
NOES: Mandic, Bailey, Siebert
ABSENT: None
