A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING GUIDELINES AND
SETTING FEES FOR USE OF THE FISCAL IMPACT MODEL
WHEREAS , the city has computer facilities (Fiscal Impact
Model) which will analyze and provide information with respect
to the fiscal impact of any development proposed for the city;
and
The city wishes to make such facilities available to de-
velopers and other persons who are involved in projects affecting
the use of land in this city; and
The City Council deems it necessary to establish guidelines
and set fees so that those who wish to do so may obtain analyses
and fiscal information through the use of such facility,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that the following guidelines and fees
are hereby established for the use of the Fiscal Impact Model:
1 . Development projects and land use changes--minimum
sizes:
(a) Residential: minimum of seventy-five (75) units
or optional at the discretion of the Environmental Review
Committee, the Planning Commission or the City Council.
(b) Commercial: minimum of eighty thousand (80,000)
square feet of building area or ten (10) acres , or optional at
the discretion of the Environmental Review Committee, the
Planning Commission or the City Council.
(c) Industrial: minimum of eighty thousand (80,000)
square feet of building area or five (5) acres , or optional at
the discretion of the Environmental Review Committee, the
Planning Commission or the City Council.

2 . All general plan amendments and special area land
use studies .
3 . All development projects and land use changes requiring
an environmental impact report.
4 . A reimbursement fee of two hundred dollars ( $200) mini-
mum shall be paid by the project applicant. If the cost to
the city exceeds two hundred dollars ( $200) , the applicant will
be billed for the additional time and materials cost.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 17th
day of December , 1979 .

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 17th day
of December , 19 79 , by the following vote:
