HomeMy WebLinkAboutCity Council - 4831 RESOLUTION NO . 4831, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ESTABLISHING ITS POLICY FOR PAYROLL DEDUCTIONS FOR CHARITABLE PURPOSES WHEREAS , Government Code section 1157.2 provides , "With the approval of the governing body of a public agency and under such regulations as it may prescribe , employees of the public agency may authorize deductions to be made from their salaries or wages either for the payment of contributions to bona fide charitable organizations or for the payment of designated sums to a nonprofit California corporation which is compelled by its bylaws to make, and which does expend such sums solely by the making of contributions to bona fide charitable organizations ;" and Government Code section 13923 provides that payroll deductions for charitable purposes may be made from the salaries or wages of state officers and employees to the agency handling a principal combined fund drive in any area; and The City Council of the City of Huntington Beach desires to reduce time lost by employees during working hours because of charitable fund drives conducted in city facilities ; and A single, combined fund drive on behalf of charitable or- ganizations is deemed efficient , effective and equitable , and in the best interests of this city and its employees; and Government Code section 13923, authorizing charitable pay- roll deductions for state officers and employees , establishes an appropriate and desirable precedent to be implemented for city employees who wish to make charitable contributions ; and The City Council in determining which organization is best suited to conduct a single , combined charitable fund drive among city employees has considered the following: : i I /ahb 1/3/80 1 . I (a) The number of agencies in Huntington Beach which rely on a charitable drive for support . (b) The number of dollars raised in Huntington Beach during the last completed fund drive. ( c) The percentage of dollars disbursed to charitable agencies in Huntington Beach as a result of the drive. (d) The opportunity provided city employees to contribute to a bona fide charitable organization. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that it does hereby establish and au- thorize, subject to certain prescribed regulations , the policy of payroll deductions to be made from the salaries or wages of city employees for use by United Way, West Orange County for charitable purposes . PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 7th day of January 1980.
