HomeMy WebLinkAboutCity Council - 4923 RESOLUTION NO. 4923 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING THE LETTING WITHOUT ADVERTISING FOR BIDS ON PUBLIC WORKS PROJECT MCS-177, WIDENING DRAINAGE CHANNEL THROUGH CENTRAL PARK, DUE TO URGENT NECESSITY FOR THE PRESERVATION OF LIFE, HEALTH OR PROPERTY WHEREAS, city Charter section 614 provides--- that public works contracts may be let and purchases made without advertising for bids if such work shall be deemed by the City Council to be of urgent necessity for the preservation of life , health or property, and shall be authorized by the affirmative vote of at least two-thirds of the total members of the City Council; and The drainage channel, located in Huntington Central Park, extending from the south side of Slater Avenue to the east side of Goldenwest Street, approximately 1, 290 feet long, is of inade- quate width and is obstructed by various types of growth which prevented runoff of flood waters , a condition which caused exten- sive damage this past winter to property in the area; and It has been ascertained that few qualified contractors are presently available with the necessary equipment to perform the work required before seasonal rains begin to avert a repetition q g p of flood conditions; and The Director of Public Works has recommended that the City Council approve, for the preservation of life, health and prop- erty, the project to increase in width and depth the drainage channel located in Huntington Central Park, and authorize the Purchasing Officer to proceed to let the necessary contract with- out bidding in the open market but by informal proposal, NOW, THEREFORE, BE IT RESOLVED by the City Council of the WSA: ahb 1. City of Huntington Beach that it hereby approves the recommenda- tion of the Public Works Director, and authorizes the letting of a contract for project MCS-177 , improvement of the drainage channel located in Huntington Central Park, to be made in the open market without advertising for bids but by informal pro- posal and authorizes an expenditure of $30�000 fr om contingency funds to be used for such project, deemed by the City Council to be an urgent necessity for the preservation of life, health and property.
