HomeMy WebLinkAboutCity Council - 4963 RESOLUTION NO . 4963 A RESOLUTION OF THE CITY COUNCIL OF THE I CITY OF HUNTINGTON BEACH AUTHORIZING THE LETTING WITHOUT ADVERTISING FOR BIDS ON PUBLIC WORKS PROJECT MSC-184, STORM DRAIN CLEANOUT, DUE TO URGENT NECESSITY FOR THE PRESERVATION OF LIFE, HEALTH OR PROPERTY WHEREAS, city Charter section 614 provides that public works contracts may be let and purchases made without advertising for bids if such work shall be deemed by the City Council to be of urgent necessity for the preservation of !life, health or property, and shall be authorized by the affirmative vote of at least two-thirds of the total members of the City Council; and The existing fifty-four inch storm drain, , commencing on the south side of Ocean View School and terminating on the south side of Slater Avenue at Central. Park, approximately 1, 750 feet long, is silted up to two and three feet in several locations thereby obstructing the flow of water during rainstorms, a con- dition which caused extensive damage this past, winter to property in the area; and It has been ascertained that very few qualified contractors are presently available with the necessary equipment to perform the work required before seasonal rains begin to avert a repeti- tion of flood conditions; and The Director of Public Works has recommended that the City Council approve, for the preservation of life, health and prop- erty, the project to clean such storm drain, and authorize the award of the necessary contract without bidding in the open market but by informal proposal, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that it hereby approves the recom- mendation of the Public Works Director, and authorizes the letting /ahb 1/21/81 1. 5 votes of a contract for project MCS-184, cleanout of a storm drain, commencing on the south side of Ocean View School and terminating on the south side of Slater Avenue at Central Park, to be made in the open market without advertising for bids' but by informal proposal, and authorizes an expenditure of $50,125. 50 from the Trust Account and $9, 936.50 from contingency funds to be used for such project, deemed by the City Council to be an urgent necessity for the preservation of life, health !and property. PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 2nd day of February 1981.
