HomeMy WebLinkAboutCity Council - 4988 A RESOLUTION N0 . 4988 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH STATING PUBLIC SUPPORT FOR THE POLICE DEPARTMENT AND ENDORSING CERTAIN PROGRAMS OF THE POLICE OFFICERS WHEREAS, throughout the nation police departments are faced with increasing crime rates and diminishing budgets and from this has come a feeling among public safety organizations that the community and its governing boards are not adequately supporting law enforcement . There has been a movement in the nation toward polarization with the police officers gathering and organizing to promote their best interests and the rest of the community reacting by moving further away from their police departments . In Huntington Beach these conditions exist, having been built over the years as the city grew and made worse by reductions in the ability of the city to fund the level of law enforcement the City Council wishes to provide for the people . THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach desires to put an end to any polarization which may be occuring in this city and states publicly and strongly its firm support for law enforcement and the men and women who enforce the laws of the community to the extent they carry out policies of the department and council. The City Council urges the State Legislature to review laws pertaining to personal liability of individual officers who are /bb 1 . 4/13/81 performing their duties as prescribed by Police Department policies . The City Council, while urging Changes in the laws , does not condone use of excessive force by police officers and has taken steps to correct any misuse of authority which might arise in the conduct of police operations . To the police officers the members of the city council pledge ongoing cooperation and mutual support, continued communication and re-examination of goals and objectives and good faith efforts to maintain high morale in the law enforcement service with its benefits of better service to the people and respect for those who protect the community . The City Council further pledges support for the program of the Huntington Beach Police Officers Association to project to the citi- zens a unitifed and common goal of community service through jointly supported projects involving youth and charity. City Council will sanction and support sports teams comprised of members of the Police Department as well as other city departments , including, among others , baseball and football and provide for medical coverage for these sanctioned activities . BE IT FURTHER RESOLVED, that the City Council recognizes the need for the highest morale among those who enforce the laws and the benefit to the community of changes in the basic attitudes and feelings of our citizens toward the Police Department in particular and the entire city operation as a whole including all public safety organizations . 2.
