A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING THE HUNTINGTON
BEACH TRANSPORTATION COMMISSION
WHEREAS, the City Council recognizes the need for a body
to study and make recommendations with respect to city transpor-
tation and traffic operations; and
The City Council desires to establish such commission to
assist the city in resolving problems concerning traffic control
and related matters ,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach as follows :
SECTION 1. TRANSPORTATION COMMISSION CREATED. There is
hereby created for the City of Huntington Beach the Transportation
Commission, five of whose members shall be residents of the city
of Huntington Beach, and two of whose members shall either be resi-
dents of or have offices in the city of Huntington Beach, and
commission members shall serve at the pleasure of the City
Council.
SECTION 2. COMPOSITION AND APPOINTMENT. "The Transportation
Commission shall consist of seven (7 ) members, each appointed by
majority vote of the City Council, from citizens who have spe-
cial interest , training and/or experience in traffic and trans-
portation matters. All members shall serve without compensation,
may hold no other office or employment in the city government , and
no other employment which is incompatible with commission service.
Members of the commission shall serve terms of four years
to commence July 1, 1981 except that the initial membership shall
consist of three members who shall serve for two years for the
duration only of the first term so that terms shall be staggered

thereafter. The initial two-year terms shall expire on June 30,
1983; the four-year terms, June 30, 1985.
SECTION 3. REMOVAL OF MEMBERS. Any member of the Trans-
portation Commission may be removed by majority vote of the City
Council present when such vote is taken. Any member who absents
himself from three (3) consecutive, regular meetings or more
without the permission of the commission chairperson shall be
deemed to have resigned from the commission and his office shall
become vacant. Any vacancy shall be filled by 'appointment for the
unexpired term by a majority vote of the Council present and voting.
SECTION 4. BYLAWS. The Transportation Commission shall
first elect one of its members as chairperson, and then adopt such
bylaws and rules as it deems necessary for the selection of any
other officers, the time and place of its meetings, and such
other matters relative to its work and deliberations in order to
discharge its duties and which are not inconsistent with this
resolution. The City Administrator shall designate a member of the
city staff as secretary to the commission to record its proceedings
and recommendations for the use of the City Council, and such ad-
ditional staff assistance as he may deem necessary. The commission
may also request other city employees to assist in its delibera-
tions in an advisory capacity.
SECTION 5. DUTIES. The Transportation Commission shall
exercise the following powers and duties :
1. Act in an advisory capacity to the city staff and City
Council on matters pertaining to the safe and efficient movement
of traffic, including pedestrians , bicycles , and public transit ,
on existing public rights-of-way.
2. Consider, investigate and make decisions on requests or
suggestions concerning traffic controls on public rights-of-way.
3. Study and make recommendations on such matters as the
city bicycle system, public transit and street 'improvement program.
4. Recommend policies and procedures to insure a well co-
ordinated and professionally administered traffic safety, education

and enforcement program for the city.
5. Perform such other functions which the City Administrator
may direct and require as may be approved by the City Council.
SECTION 6. LIMITATION. No member of the commission may have
any interest in any contract with the city either during such
member' s terms of office or for a period of one year after the
cessation of such service. Members who are employees of firms
which contract with the city shall be deemed to be interested in
such contracts excepting when such interest is 'remote , as defined
in Article 4, Chapter 2 , Division 4, Title 1 of the California
Government Code.
SECTION 7• This resolution shall become operative on the
effective date of Ordinance No. 2493•
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 15th
day of June , 1981.

Clerk of the City of Huntington Beach, and ex-officio Clerk of the

members of the City Council of the City of Huntington Beach is 'seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 15th day
of June 19 81 by the following voter
