A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING THE HUNTINGTON
BEACH ECONOMIC ADVISORY BOARD
WHEREAS, the City Council recognizes the importance of
economic matters with regard to the proper functioning of city
government and the well-being of the citizens of Huntington
Beach; and
The City Council desires to establish an advisory board
to assist the city with reference to economic and financial
matters,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach as follows :
SECTION 1. ECONOMIC ADVISORY BOARD CREATED. There is
hereby created for the City of Huntington Beach the Economic
Advisory Board whose members shall serve at the pleasure of the
City Council.
SECTION 2. COMPOSITION AND APPOINTMENT. The Economic
Advisory Board shall consist of seven (7) members, each ap-
pointed by majority vote of the City Council. Members shall
reside in the city of Huntington Beach. They shall serve without
compensation and may not hold any other office or employment in
the city government, and no other employment which is incom-
patible with board service.
Members of the board shall serve terms of four years to
commence July 1, 1981 except that the initial membership shall
consist of three members who shall serve for two years for the
duration only of the first term so that the terms shall be stag-
gered thereafter. The initial two-year terms shall expire
on June 30, 1983 ; the four-year terms, June 30 , 1985.
SECTION 3. REMOVAL OF MEMBERS. Any member of the Economic

Advisory Board may be removed by majority vote of the City
Council present when such vote is taken. Any member who absents
himself from three (3 ) consecutive, regular meetings or more
without the permission of the board chairman, or who ceases to
be a resident of this city shall be deemed to have resigned from
the board and his office shall become vacant. Any vacancy shall
be filled by appointment for the unexpired term by a majority
vote of the Council present and voting.
SECTION 4. BYLAWS. The Economic Advisory Board shall first
elect one of its members as chairman, and then adopt such bylaws
and rules as it deems necessary for the selection of any other
officers, the time and place of its meetings, and such other
matters relative to its work and administration of its duties
which are not otherwise provided for herein.
SECTION 5. DUTIES. The purpose of the Economic Advisory
Board is to advise the City Council and City Administration on
general economic factors and issues affecting the city' s long-
range financial capability, particularly with respect to the po-
tential fiscal impacts of new development relative to the cost of
city services , the impact of budget priorities including capital
needs, the potential for sources of revenue to support basic mu-
nicipal services and other matters of significance relating to
city fiscal policy. It is not the purpose of the Economic
Advisory Board to advise on budget preparation, allocation of
annual finances ( revenues and expenditures) or regular or routine
financial administration.
SECTION 6. LIMITATION. No member of the board may have any
interest in any contract with the city either during such member' s
term of office or for a period of one year after the cessation of
such service. Members who are employees of firms which contract
with the city shall be deemed to be interested in such contracts
excepting when such interest is remote , as defined in Article 4 ,
Chapter 2, Division 4, Title 1 of the California Government Code.

I, ALICIA M. WENTWORTH, the duly elected, qualified City
Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 15th day
of June 19 81 by the following vote:
