A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH REQUESTING REALLOCATION OF AIR
POLLUTION FUNDS
WHEREAS, the South Coast Air Quality Management District
has jurisdiction for air pollution control in the four Southern
California counties of Los Angeles, Orange, San Bernardino and
Riverside; and
The district is facing a major cut of $2. 6 million in state
subvention funds for the next fiscal year in money to be reallo-
cated to the state Air Resources Board budget; and
Control of air pollution in this basin can only be achieved
through a program administered by locally-elected officials,
directly accountable for their actions ; and
The district' s funds should not be used by a state agency
which has already outgrown its statutory requirements ; and
To cover the deficit, the district will have to increase the
fees presently charged industry, and such increase will ultimately
be borne by the local_ consumer; and
Reallocating subvention funds from the district to the state
Air Resources Board will result in a duplication of work which is
always unproductive,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it does hereby request the state
Legislature to evaluate the problem of air pollution carefully
in Southern California, and disapprove reallocation of local assis-
tance funds to the state Air Resources Board.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 15th
day of March 1982.

at a regular meeting thereof held on the 15th day
