RESOLUTION NO . 5173
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH SUPPORTING PROPOSITION 12, THE
NUCLEAR WEAPONS FREEZE INITIATIVE
WHEREAS, there exists an international political climate which
increasingly presents nuclear war as a definite possibility; and
The United States and Union of Soviet Socialist Republics
presently possess roughly fifty thousand nuclear weapons , each
capable of destroying the world seventeen times over, and of
destroying each other forty times over ; and

Each nation plans to add many thousands of such weapons to
its arsenal. in the next decade, and such armament programs will
increase the likelihood of massive nuclear exchange during
periods of worldwide insecurity; and
Technological advances in nuclear weapons will eventually pre-
vent world powers from detecting and verifying compliance with
arms treaties now in existence or to be entered into in the future ;
and
Medical and scientific studies demonstrate that any nuclear
war will result in death, injury and human suffering unprecedented
in history; and
Billions of tax dollars presently allocated to the manufacture
of nuclear weapons could be diverted to improving the economic and
social welfare of our citizens,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach that it does urge the President of the
United States to make every effort to obtain an agreement with
the Union of Soviet Socialist Republics for a mutual ban on the
testing, production and deployment of nuclear weaponry.
BE IT FURTHER RESOLVED that this Council gives unqualified
support to Proposition 12, the nuclear weapons freeze initiative

scheduled to appear on the ballot in the coming November statewide
general election, and the City Clerk is hereby directed to send
copies of this resolution to the President of the United States
and appropriate Federal- and State legislators.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 4th
day of OCtObar 1982.

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 4th day
