A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH OPPOSING PROPOSITION 13
WHEREAS, Proposition 13 , the Water Resources Initiative,
is an attempt to change water usage in California by limiting
interbasin water transfers , such transfers to be based upon a
water conservation plan submitted to and approved by the state
Water Resources Control Board; and
Such proposition permits any person to appropriate water
for instream use which would effectively end water development
in California; and
Proposition 13 prohibits the filling of recently-constructed
New Melones Dam on the Stanislus River until 75 percent of the
project' s firm yield has been contracted for, thus preventing the
use of needed water storage and potential hydroelectric energy;
and
This initiative mandates groundwater management in eleven
groundwater basins in California which are the heart of California
agriculture, and requires that no new land can be irrigated until
the state Water Resources Control Board approves a groundwater
management plan, and is directed eventually to full regulation
and taxing of private water wells ; and
The general policy is alleged to be conservation and
efficient use of water while stating that the "Act is to be
liberally construed" and the Legislature may not amend the Act
except to "further its purpose. " In essence, this will give the
state Water Resources Control Board unlimited powers which not
even the state Legislature will be able to overturn,
NOW, THEREFORE, the City Council of the City of Huntington
finds the Water Resources Initiative to be a radical revision

of California water policy which if adopted by the voters would
prove economically disastrous . For this reason, this Council
strongly opposes such initiative and urges a balanced water policy
which would benefit all users and water conservationists in the
state.
BE IT FURTHER RESOLVED that the City Clerk is directed to
forward copies of this resolution to Californians for Balanced
Water Policy, and other appropriate agencies.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 4th
day of October 1982.
