A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON
BEACH REQUESTING THE HARBORS, BEACHES AND PARKS COMMISSION
TO PROVIDE FINANCIAL ASSISTANCE TO THE CITY FOR RESTORATION
AND IMPROVEMENT OF MAJOR REGIONAL RECREATIONAL FACILITIES
IN THE CITY OF HUNTINGTON BEACH
WHEREAS, the City of Huntington Beach has major recreational
facilities consisting of a Municipal Beach and Pier which are visited
annually by millions of people from all over the region, there being
an estimated 3,100,000 persons on the beach, and another 1, 400,000
persons on the City Pier; and
WHEREAS, the City Pier has served this area and its people for
more than half a century; and
WHEREAS, during the January and March 1983 storms, the City' s
recreational facilities suffered significant damage; and
WHEREAS, the City Pier had major damage to decking and pier piling
support with engineering analysis indicating that the pier requires
replacement of lost piling and decking at an estimated cost of $530,000
all of which, except for $25, 000 deductible, was insured; and
WHEREAS, further restoration and improvements are needed to insure
the safe structural stability of the Pier as well as to insure main-
tenance of adequate accommodations for over 4h million annual visitors
to the Pier and adjacent beach; and
WHERE,;, total restoration and needed additional improvements , over
and above all insurance coverage, to the City Pier is estimated to cost
$8. 65 million; and
WHEREAS, the age and structural situation of the Pier indicates
that it would be prudent and desirable to begin a program to accomplish
this needed total restoration and make such additions as needed to
accommodate the regional interest; and
WHEREAS, the City of Huntington Beach does not have the financial
resources to provide for both its own City park and recreational system
and provide for the vast regional recreational needs imposed by the
ocean, beach and Pier;
BE IT THEREFORE RESOLVED, that the City Council of the City of
Huntington Beach do hereby petition the Harbors, Beaches and Parks
Commission to provide financial and other assistance to restore and
improve the Pier in order to continue and to enhance the regional rec-
reational facility for the enjoyment of the people of Orange County
and environs; and
FURTHER BE IT RESOLVED, the City further petitions the Harbors,
Beaches and Parks Commission to provide additional financial assistance
to the City to offset a $25,000 deductible expense which the City must
pay to an insurance company for damage to the City Pier; and in con-
templation of this assistance,
The City of Huntington Beach does hereby pledge to actively par-
ticipate and cooperate with the County of Orange and the Harbors, Beaches
and Parks Commission in securing any State or Federal grants that may
be available to help in this restoration and improvement to regional
recreational facilities.
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 16th day of May, 1983.

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 16th day
of May 19 83 by the following vote:
