A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH COMMENDING THE ORANGE
COUNTY BOARD OF SUPERVISORS FOR ITS RESPONSE
TO FLOOD HAZARDS IN HUNTINGTON BEACH, AND
REQUESTING REDOUBLED MAINTENANCE EFFORTS
WHEREAS, on March 1, 1983 a local storm cell of approxi-
mately one-hundred year reoccurrence interval was focused for
a six-hour period on Central Orange County, resulting in the
overflow of the Huntington Beach (D01) and Talbert (D02) Channels ;
and
The city and county immediately followed up after the
storm to coordinate plans and actions to reduce the possibility
of reoccurrence; and
The Orange County Board of Supervisors has engaged the
services of engineering consultants to study short-term solu-
tions to prevent future overtopping or breaching of flood channel
levees ; and
The Orange County Board of Supervisors proposed budget con-
tains 3. 7 million dollars for expenditure on Huntington Beach
channels out of a total county flood control budget of 14. 3
million dollars ; and
The Orange County Environmental Management Agency is now
engaged in an exhaustive maintenance program to restore levees,
clean channels and control rodents,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach commends the Orange County Board of
Supervisors for its multi-faceted, intensive effort to develop
solutions to reduce a repetition of the March 1983 flooding
problems .
RESOLVED FURTHER that the Huntington Beach city staff and

Orange County Environmental Management Agency staff continue
to work closely to develop immediate action projects to protect
against future channel overtopping or breaching.
FURTHER RESOLVED that the County of Orange redouble its
maintenance and rodent control efforts along the Huntington
Beach (DO1) and Talbert (D02) Channels in order to restore
proper channel functions and gain the confidence of adjoining
