A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ADOPTING A HOUSING STRATEGY FOR
THE CITY
WHEREAS, it is the city' s goal to attain decent housing
with a satisfying, living environment for households of all
socio-economic, racial and ethnic groups in the city of
Huntington Beach; and
The city's Housing Committee has reviewed current infor-
mation relative to housing, employment, income and availability
of land in the city, and identified the need for a comprehen-
sive housing strategy,
NOW, THEREFORE, BE IT RESOLVED that the housing strategy,
set out in Exhibit A, attached hereto and by this reference made
a part hereof, shall be used to guide the actions of the city
regarding housing.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the lnth

CITYWIDE HOUSING STRAGETY
In order to promote a variety of housing opportunities, it
shall be the policy of the City of Huntington Beach to pursue the
following actions:
1. Identify and consider increasing allowable densities on
properties with the potential to recycle where an increase in
density could encourage an upgrading ofsuch properties.
2 . Grant density bonuses for affordable housing at the proj-
ect level; add language to the city's General Plan to guard against
a site getting an increase in allowable density both at the general
plan level and again at the project level where a "double density
bonus" would overtax the capacity of the site.
3. Allow second units with restrictions in specific single-
family neighborhoods.
4 . Utilize surplus park and/or school sites for residential
use where appropriate and consistent with the city' s General Plan.
5. Consider modifying development standards for residential
uses (e.g. , reduce minimum unit size) .
6 . Update the city's current zoning code to provide separate
standards for apartments, condominiums, and townhouses.
7 . Give favorable consideration to projects which would con-
tain a mixture of residential and nonresidential uses to be regu-
lated by specific plans.
8 . Encourage apartment developments.
9. _ Encourage use of available funding programs for affordable
housing.
10. Continue to expedite the permit process for residential
projects.
11. Evaluate the city' s fee schedule as it affects the cost
of housing.
