HomeMy WebLinkAboutCity Council - 5315 RESOLUTION NO. 5315 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REQUESTING THE BOARD OF SUPERVISORS TO AUTHORIZE THE DIRECTOR, EMA, TO FILE APPLICATION FOR SB 821 GRANT FUNDING FOR THE SANTA ANA RIVER TRAIL AT ADAMS AVENUE WHEREAS, the City of Huntington Beach has expressed its interest in the county-wide bicycle trail system, authorization is requested for the Director, EMA, to file application for SB 821 grant funding for the Santa Ana River Trail at Adams Avenue crossing. The Arterial Bikeway System (ABS ) Financing and Implementation Plan was approved by Orange County Resolution No. 75-780. In that plan, SB 821 funds were identified as a prospective source of ABS funding. The fund is administered by the Southern California Association of Governments with the Orange County Transportation Commission (OCTC) as the sub-regional project priority setting entity. SB 821 regional funds are allocated to jurisdictions within counties on the basis of competition among eligible projects. Regional projects have been defined by OCTC to be those projects included in the Master Plan of Countywide Bikeways. SB 821 local funds are allocated to jurisdictions based on a population share formula with all projects having equal priority. A project that meets all the criteria used by OCTC in prioritizing and selecting regional bikeway projects is the segment of the Santa Ana River Trail at Adams Avenue . This project will provide for design and construction of an improved crossing under Adams Avenue bridge to eliminate the existing hazardous crossing conditions. The City of Huntington Beach will file a joint application with the County for regional and local funding for the total project cost, estimated to be $100, 000. AJF:bb 10/11/83 1. NOW, THEREFORE, the City Council of the City of Huntington Beach does urge the Orange County Board of Supervisors, and all other departments concerned with this project, to support the funding for construction of a bike trail link under the Adams Avenue Bridge at the Santa Ana River. The City Clerk is directed to send a copy of this resolution to the Orange County Board of Supervisors, the Orange County Flood Control District, and the Orange County Planning Department.
