RESOLUTION NO. 5325
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH IN SUPPORT OF RELICENSING OF
HYDROELECTRIC PROJECTS TO THE SOUTHERN CALIFORNIA
EDISON COMPANY
WHEREAS, Southern California Edison has, over the past cen-
tury, developed a safe, reliable, economic system of hydroelec-
tric generating facilities dedicated to the use and benefit of
more than 3 million customers representing an area population of
over 9 million people; and
Certain of these hydroelectric facilities, consisting of
projects licensed by the Federal Power Commission, now known as
the Federal Energy Regulatory Commission (FERC) , are subject to
consideration for relicensing by FERC; and
Certain municipal entities are endeavoring to secure for
themselves two Southern California Edison hydroelectric power
plants, and such efforts if successful, would result in the
transfer of ownership and operation of these hydroelectric facil-
ities from Southern California Edison, and would divert low-cost
power away from millions of central and southern California cus-
tomers for the benefit of a few thousand served by the municipal
entities ; and
It would be directly contrary both to the best interest of
residents of the City of Huntington Beach and to the best inter-
est of the millions of other residential, commercial, agricul-
tural , and industrial customers served by the Southern California
Edison whose rates have supported the ownership and operation of
these hydroelectric facilities were FERC to remove from the
hydroelectric generating systems of Southern California Edison
the following facilities:

1. Southern California Edison Rush Creek Project (Project
No. 1389) located near June Lake on the eastern slope of the
Sierra Nevada about sixty miles north of Bishop, California.
2 . Southern California Edison Poole Project (Project No.
1388) located on Lee Vining Creek also north of Bishop.
If any of the above projects were to be transferred to the
municipal entities seeking them, the customers served by Southern
California Edison would be forced to pay yearly increased power
costs for electricity from oil or gas-fired generating facilities,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach hereby urges and requests the Federal
Energy Regulatory Commission to relicense these hydroelectric fa-
cilities to Southern California Edison Company, and to reject ap-
plications of municipal agencies .
BE IT FURTHER RESOLVED that the City Council also requests
that all hearings concerning hydroelectric relicensing applica-
tions by Southern California Edison Company be conducted in the
service territory where the projects are located and where the
people live and work for whom such projects were built.
BE IT FURTHER RESOLVED that the City Council supports pro-
posed legislation to amend the Federal Power Act so that no pref-
erential treatment of municipalities is permitted during the re-
licensing of hydroelectric facilities.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 7th
day of Nnvemher 1983.

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 7th day
of November , 1983 , by the following vote:
