HomeMy WebLinkAboutCity Council - 5415 8% INCREASE RESOLUTION NO. 5415 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING SALARY AND BENEFITS FOR THE ELECTED DEPARTMENT HEAD POSITION OF CITY ATTORNEY WHEREAS, the City Charter provides that a reasonable compensation, including salary and fringe benefits, shall be established for certain elected positions in the city government and the City Council desires to establish an appropriate compensation for the City Attorney by extending to the incumbent of such position benefits which are afforded other department heads, including those which are appointed. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Huntington Beach hereby approves salary and benefits for the elected department head position of City Attorney, as follows: SECTION 1 . The salary range for elected department head position of City Attorney shall be set at Range 481, Step "E" on the Universal Salary Schedule and shall be reflected in the fiscal year 1984-85 annual budget, effective July 1, 1984. SECTION 3 . Benefits for the elected department head position of City Attorney shall be identical to the benefits for the city' s non-associated employees . SECTION 4. The above salary and benefits for the elected department head position of City Attorney shall remain in effect until changed by resolution of the City Council . SECTION 5 . Provisions of any and all other resolutions of the City Council of the City of Huntington Beach which are in conflict herewith are hereby repealed. 1. Currently, of the eight top salaries paid in the city, the City Attorney ranks last. In 1972, the City Attorney ranked second. In 1972, the incumbent City Attorney had roughly eight years ' of municipal experience, . whereas I have ten and one-half. In a salary survey conducted by the City of Glendale in January, 1984, my salary was ranked eleventh out of the thirteen cities surveyed, whereas Huntington Beach was the fourth largest city in the survey, following Anaheim, Santa Ana, and Long Beach. My salary was below that paid to the City Attorneys of Burbank, Garden Grove, Pasadena, Riverside, and Glendale; all cities much smaller in population and with lesser responsibility for the City Attorney. In the League of California Cities ' Orange County Salary Survey for City .Attorneys, my salary was comparable with that of Newport Beach (a two lawyer office) , Costa Mesa (a three lawyer office) , Orange (a two lawyer office) , and far below the salaries paid to the City Attorneys of Anaheim and Santa Ana, offices which are staffed comparably to mine. The City Attorneys of the much ,smaller cities of Garden Grove and San Juan Capistrano are- paid a higher salary than I am paid. Of the three comparably sized cities in Orange County, the Anaheim City Attorney is paid $6,905 monthly, the Santa Ana City Attorney is paid $6,415 monthly, versus my $5093 . Both Santa Ana and Anaheim make far more extensive use of outside counsel than does my office . Control of tort defense has resulted in tremendous cost savings in the past, with more promised in the future. My office handles, in-house, all the major litigation of the city and all appeals, writs, and other costly legal work usually handled in other cities by outside counsel .
