HomeMy WebLinkAboutCity Council - 5423 RESOLUTION NO. 5423 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE WRITTEN ARGUMENTS FOR CITY MEASURES 'i WHEREAS, a regular municipal election is to be held in the City of Huntington Beach on November 6, 1984, at which time there will be submitted to the qualified electors of said city the following city measures: Shall existing City Charter ' Section 300 be amended to YES ' remove the limitation barring ' a person from serving more ' than two consecutive terms NO ' as a City Council member? ' Shall existing City Charter ' Section 310 be repealed, and ' Sections 300 and 403, which YES ' provide for an elected City ' Clerk, be amended to permit ' the appointment of the City ' Clerk by the City Administra- tor, subject to approval of ' the City Council , with duties NO ' and powers prescribed by ' ordinance? ' 1 . Shall existing City Charter ' Section 311 be repealed, and ' Sections 300 and 403 , which YES ' provide for an elected City ' Treasurer, be amended to ' permit the appointment of ' the City Treasurer by the ' City Administrator, subject ' to approval of the City NO ' Council, with duties and ' powers prescribed by ' ordinance? ' Shall existing City Charter ' Section 310, which now sets YES ' out the powers and duties ' of the City Clerk , be ' amended to include ' additional minimum qualifi- cations for the position ' of City Clerk, including NO ' three years of relevant ' work experience? ' Shall existing City Charter ' Section 311, which now sets YES ' out the powers and duties of ' the City Treasurer, be ' amended to include additional ' minimum qualifications for ' the position of City ' Treasurer, including a NO ' combination of education and ' experience in an area ' related to fiscal management? ' 2. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve, determine and order as follows: That the City Council, being the legislative body of the City of Huntington Beach, hereby authorizes: Don MacAllister John A! Thomas members of said body, to file a written argument for the city measures set forth in the recital hereof in accordance with Article 4, Chapter 3, Division 5 of the Elections Code of the State of California, and to change said arguments until and including the date fixed by the City Clerk, August 17, 1984, after which no arguments for or against said city measures may be submitted to her . RESOLVED FURTHER, that the City Attorney is hereby authorized and directed to prepare an impartial analysis of each measure, showing the effect of the measure on the existing Charter and the operation of the measure. PASSED AND ADOPTED by the City Council of the City of adjourned Huntington Beach at a regular /meeting thereof held on the 30th day of July 1984.
