A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH ESTABLISHING PARKING
PERMIT DISTRICT "B" IN TRACT NO. 6874 IN THIS
CITY OF HUNTINGTON BEACH
WHEREAS, pursuant to Huntington Beach Municipal Code sections
10.42.020 et seq. ; the City Council may designate; by resolution;
parking permit areas, covering street segments between intersec-
tions; subject to certain conditions; and
The residents of Tract No. 6874 have petitioned for estab-
lishment of a parking district; and
The Director of Public Works has caused an investigation of
parking conditions in Tract No. Tract 6874; and has found that
the requirements contained in Huntington Beach Municipal Code
Chapter 10.42 have substantially been met;
NOW, THEREFORE; BE IT RESOLVED by the City Council of the
City of Huntington Beach that Parking Permit District "B" in
Tract No. 6874; is hereby established on the following street
segments:
Intrepid Lane from Broadway to Remora Drive; and
Remora Drive from Intrepid Lane to Bay View.-
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the" 19th
day of- -February 1985.

INTREPID LANE PARKING PERMIT REQUEST
The City of Huntington Beach, Public Works Department was requested to study the
parking situation on Intrepid Lane in the City of Huntington Beach. Intrepid Lane
is a long, single family residential ccnnninity, one block, isolated in the north-
west portion of Huntington Beach. It is bounded on the east by the Huntington
Harbour water area; on the west by a strip of County land on which are built
single family and multiple residential units; and further west is a commercial
strip along Pacific Coast Highway. One half of Intrepid Lane is residential and
the other half of the street faces the backyards of the properties on the County
strip. A fully improved residential street exists, with curb and gutter and minimal
sidewalks on the west side. Parking for homes along Intrepid Lane is mixed in
that some have available off-street driveway parking and others are provided with
only a five foot setback on the driveway apron to the garage door.
The Traffic Division of Public Works has analyzed and photographed the conditions
present on Intrepid Lane for a number of months. Time lapse photography was used
to analyze the parking use on the street during the summer season. There was
indication that during the 4th of July holiday, beachgoers were using Intrepid
Lane as overflow parking to gain access to the beach areas. During the remainder
of the summer season, investigation indicated that parking problems that were
generated were not beach oriented but were, in fact, connected to the adjacent
County residential areas, the presence of a church facility in which meetings were
held by various civic/private organizations, and by the commercial area along Pacific
Coast Highway, and more specifically the presence of Captain Jack's Restaurant at
Pacific Coast Highway and Admiralty.
Although these non-beach oriented facilities do provide parking pressure along
Intrepid Lane, it was not found that residents along Intrepid Lane were unable to
park during most of the day or evening. There were indeed exceptions to this.
However, they were short term exceptions and were not prevalent on a day to day
basis. Weekends were problems in respect to parking more than weekdays.
Residents along Intrepid Lane were contacted and some of the films taken were
reviewed with them. After discussion on the matter, staff returned to the street
to further investigate the more clearly defined concerns of the residents more speci-
fically pointed toward weekend usage of the street for parking purposes. We did
find that overflow parking from the adjacent County residential areas has a negative
impact at each end of Intrepid Lane and tends to force residents and their visitors
to park substantial distances from the homes when entertaining or visiting.
ReccmTendation
The concerns of the residents on Intrepid Lane can be addressed in a manner similar
to that recently adopted for "The Strand" at Brookhurst and Bushard. In the case
of Intrepid Lane, however, we recommend that the parking permit be required
Saturdays, Sundays and holidays from 8:00 A.M. to 10:00 P.M. This restriction will
allow the residents and their guests the use of the street area for local residential
purposes. Drivers who wish to use the area for parking to gain access to other
facilities would find alternative parking elsewhere. We believe this solution will
handle the problem experienced by the local residents without unduly restricting
the travelling public during the remaining days of the week. Weekday parking on a
sporadic basis as needed can be provided on Intrepid Lane without undue hardship
to the residents along the street.
