A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH SUPPORTING THE CREATION OF
AN ORANGE COUNTY UNIFIED TRANSPORTATION TRUST
FUND
WHEREAS, the City of Huntington Beach has street and road
maintenance, construction and operations needs far exceeding
the resources presently available; and
Since the defeat of Proposition A, there is no single local
source of revenue to help finance the transportation improve-
ments required throughout the county; and
The best short-term financial option appears to be the re-
examination of existing resources in order to utilize to the
fullest the transportation benefits accruing to the county; and
Orange County Transit District and the Orange County
Transportation Commission has reserved $85 million in the Local
Transportation Fund to help pay for a future rapid transit sys-
tem; and
It is necessary to reduce today' s transportation problems
as well as save for future capital investment in transit; and
The Orange County Transportation Commission has proposed
that the interest earned from the $85 million in the Local
Transportation Fund, estimated to be $8.5 to $9 million per
year, be deposited in a newly-created Orange County Unified
Transportation Trust Fund to be spent on local streets and
roads, arterial highways and freeway-related transportation
purposes; and
The interest from the Orange County Unified Transportation
Trust Fund, under state law, must be used for the purposes
stated herein; and;
The Orange County Transportation Commission, in consultation

with the twenty-six cities in the county, and the county, is
developing guidelines to regulate the use of monies in such
fund; and
The City of Huntington Beach will be eligible to receive
funds from the Orange County Unified Transportation Trust Fund
to help pay for needed transportation projects,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach endorses the creation of an Orange
County Unified Transportation Trust Fund for local streets and
roads, arterial highways, and other freeway-related transporta-
tion purposes as long as such monies do not replace present
programs for funding of local roads such as the Arterial
Highway Financing Program or any other gas tax program.
BE IT FURTHER RESOLVED that the City Council of the City of
Huntington Beach supports SB 429 (Seymour) which would allow
the interest on the $85 million reserved in Orange County' s
Local Transportation Fund to be used to for these purposes.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 18th
day of March 1985.
