HomeMy WebLinkAboutCity Council - 5634 RESOLUTION NO. 5634 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING THE RECOMMENDATIONS FOR THE BEACH BOULEVARD SUPER STREETS DEMON- STRATION PROJECT STUDY WHEREAS, on February 19, 1985 the City of Huntington Beach entered into a Memorandum of Understanding (MOU) with the Orange County Transportation Commission for the Beach Boulevard Super Streets Demonstration Project; and The City of Huntington Beach is a responsible agency for the Beach Boulevard Super Streets Demonstration Project, defined in California Public Resources Code section 21069; and The goals and objectives of the Beach Boulevard Super Streets Demonstration Project are to develop conceptual engi- neering plans, environmental documentation, and a financing plan for the implementation of high-flow arterial improvements to Beach Boulevard; and A draft final report and draft program environmental impact report have been prepared for the Beach Boulevard Super Streets Demonstration Project; and The improvements recommended for Beach Boulevard have been identified based on (1) improving level of service to accom- modate traffic; (2) reducing the necessity for acquisition of I rights-of-way, environmental impact, and economic impact to a bare minimum; and ( 3) to promote cost effectiveness to the greatest extent possible, NOW, THEREFORE, the City Council of the City of Huntington Beach, contingent upon the certification of the final program environmental impact report, does resolve as follows : 1. To support the improvements to Beach Boulevard within the incorporated city limits of the City of Huntington Beach identified in the Beach Boulevard Super Streets DemonstrationProject draft final report and Exhibit 1 of this resolution, with the City Council adoption of a provision for the establishment of a "24 hour no parking" restriction on Beach Boulevard. 2. To adopt, in concept, widening of Beach Boulevard and Warner Avenue, subject to additional engineering analysis and environmental documentation. The additional studies will be considered by the City of Huntington Beach prior to the final approval of the intersection widening at Warner Avenue. 3. To request the Orange County Transportation Commission to program the recommended Beach Boulevard improvements in the state Transportation Improvement Program. 4. To endorse the state highway funds allocated to the Orange County Unified Transportation Trust for the Beach Boulevard Super Streets Demonstration Project.
