A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH TO ESTABLISH
SERVICE AUTHORITY FOR FREEWAY EMERGENCIES
WHEREAS, Chapter 14 of Division 3 of the Streets and
Highways Code was added by Chapter 1350 of the Statutes of 1985
providing for the establishment of a Service Authority for Freeway
Emergencies (SAFE) if the Board of Supervisors of the county and a
majority of the cities within the county having a majority of the
population adopt resolutions providing for the establishment of
the authority; and
The Council finds that a freeway emergency motorist aid
system is needed to protect the safety of motorists on freeways ;
and
The Council finds that a freeway emergency motorist aid
system is needed to reduce the time spent by law enforcement
officers responding to routine vehicle disablements; and
SAFE will have responsibility for implementing freeway
emergency motorist aid system in the Orange County region;
NOW THEREFORE, IT IS RESOLVED AND ORDERED, that it is
hereby requested that a Service Authority for Freeway Emergencies
be established in Orange County pursuant to Section 2550 of the
Streets and Highways Code.
BE IT FURTHER RESOLVED, that the Huntington Beach City
Council directs that the members of the Orange County

Transportation Commission shall serve as the Service Authority for
Freeway Emergencies in the County of Orange.

Huntington Beach, State of California, on this 18th day

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 18th day
