A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH SUPPORTING PRO-
POSITION NO. 49: NONPARTISAN ELECTIONS
WHEREAS, existing provisions of the California Constitution
provide that judicial, school, county, and city offices shall be
nonpartisan; and
WHEREAS, the Supreme Court and the State of California has
ruled that neither the California Constitution nor the statutes
prohibit political parties or their central committees from
supporting, endorsing, or opposing candidates for nonpartisan
office; and
WHEREAS, the concept of nonpartisan judicial and local
elections has worked well for more than 70 years and has made a
major contribution to California ' s well-deserved reputation for
effective local government; and
WHEREAS, judges should be elected for their good character,

diligence and objectivity and not their party affiliation; and
WHEREAS, while political parties provide a needed function at
the national and state level, very large legislative bodies
i
require party discipline in decision-making, there does not exist
at the local level a comparable need where policies are negotiated
and determined typically by five to seven elected officials.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Huntington Beach does hereby support Proposition No. 49,
which will restore nonpartisanship to local elections which have
historically served the citizens in California in good stead.

PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 19th
day of May 1986.

Clerk of the City of Huntington Beach, and ex-officio Clerk of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 19th day
of May 19 86 by the following vote:
