A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ENDORSING THE
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the Community Development Block Grant (CDBG) program
since its creation in 1974 has a record of success and
contributions to communities across the State of California and
the nation; and
The CDBG program has focused vital federal aid to cities in a
way which has allowed cities more opportunity to determine, within
certain federal guidelines, the local priorities which would
receive this funding; and
The City of Huntington Beach has received approximately t6.4
million from the federal government over the past four years; and
The City of Huntington Beach uses its CDBG funds for public
works (55%) , housing rehabilitation (28%) , public service and fair
housing (12%) , and economic development (5%) ; and
A reduction in CDBG funding will seriously reduce the City' s
ability to continue its public works projects and
housing/neighborhood rehabilitation efforts in low and
moderate-income areas; and
The federal government has already cut national CDBG funding
by 10% for 1986 and the President of the United States has
proposed to defer an additional $500 million in 1986; and
The President has proposed a 26% cut in CDBG funding in 1986
and 1987; and

Given the actual 10% cut and if all of the proposed cuts
become reality and the Gramm-Rudman cuts take effect, the City of
Huntington Beach may lose as much as $460,000 in CDBG reductions
over the next year; and
The CDBG program faces termination on October 1, 1986 if not
reauthorized by the United States Congress.
NOW, THEREFORE, BE IT RESOLVED that the Council of the City
of Huntington Beach strongly opposes any additional reductions in
the Community Development Block Grant Program in 1986.
BE IT FURTHER RESOLVED that a copy of this Resolution be
forwarded to United States Senators Alan Cranston and Pete Wilson
and Congressmen Daniel Lungren and Robert Badham urging them to
support the extension of the program after 1986 at sufficient
funding levels.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 16thday
of June 1986.
