A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AUTHORIZING APPLI-
CATION FOR A COASTAL ZONE MANAGEMENT GRANT
AUGMENTATION FOR PHASE II AND III WORK ON
THE LOCAL COASTAL PROGRAM, FROM THE CALIFORNIA
COASTAL COMMISSION TO IMPLEMENT THE CALIFORNIA
COASTAL ACT OF 1976
WHEREAS, the City of Huntington Beach recognizes the problems
and issues identified in the attached work program for Phase II
and III work on the Local Coastal Program and desires to continue
to provide improved coastal planning, decision making and
management capability relating to community development and
growth; and
WHEREAS, the City of Huntington Beach has developed an
application package to deal with these development problems and
issues; and the California Coastal Commission, under the authority
of the Government Code of the State of California, may provide
planning and financial assistance for such a program,
NOW, THEREFORE BE IT. RESOLVED, that the City Council of the
City of Huntington Beach hereby requests the Coastal Commission to
provide planning and financial assistance under the authority of
the Government Code of the State of California, not to exceed the
amount of t17,869 . Such planning assistance is more particularly
described in project description that is attached hereto and made
a part of this resolution as if fully set forth herein

BE IT FURTHER RESOLVED, that City Administrator of the City
of Huntington Beach is hereby authorized and empowered to execute
in the name of the City of Huntington Beach all necessary
applications, contracts, and agreements and amendments hereto to
implement and carry out the purposes specified in this resolution.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 7th
day of July 1986.

WITNESSETH: That the Contractor for and in consideration of the covenants, conditions, agreements, and stipulations of the State
hereinafter expressed,does hereby agree to furnish to the State services and materials,as follows:

Bidder agrees to furnish all labor, materials, tools, equipment and incidentals, and to
perform all work necessary for the striping of road and parking, lots at Huntington State
Beach and all roadway striping at Bolsa Chica State Beach in accordance with plans and
specifications thereof and such addenda. Bidder agrees to repaint all existing road and
parking lot lines and other markings, logos excluding handicap markings at the level described
in the specifications and in accordance with contract documents therefor the following lump
sum of Nine Thousand Eight Hundred Seventy Three Dollars and no/100 ($9,873.00) which shall
include all applicable taxes and other expenses. The bidder agrees to complete all work
within 10 working days from the date of written notice to commence work and agrees to do said
work in the early hours before the park is open to the public. The bidder agrees to submit
an invoice in triplicate to the Orange Coast District Office, 18331 Enterprise Lane, Huntington
Beach, CA 92648, upon completion.
900.00 of the above sum to be applied to the purchase of paint for further repairs.

PROPOSED WORK PROGRAM AND BUDGET AUGMENTATION
LCP GRANT NO. 5-434-163
1 . 0 INTRODUCTION
The City of Huntington Beach applied for a grant augmentation
in October of 1984 for LCP Grant No. -5-434-163. Rather than
augment the old grant , the Coastal Commission awarded new LCP
Grant No. 5-434-163, totaling $10,944 for Phase II and III work
in the "white hole area. " The City is now requesting a grant
augmentation to complete the remainder of the work . The work
is being completed in two phases, White Hole I and White Hole
II .
White Hole I encompasses the area between Beach Boulevard and
the Santa Ana River (see Figure A) . The City Council adopted
land use designations for the area on June 2, 1986. Staff must
now submit the proposed land uses to the Coastal Commission for
certification . Implementation of the revised and certified
C-LUP will require a general plan amendment , a code amendment
and a zone change .
White Hole II is located at the northwest corner of the Bolsa
Chica (see Figure B) . Staff is preparing a land use analysis
for the area and is scheduled to begin the public hearing
process in July, 1986. After adoption by the City Council , the
revised C-LUP and Coastal Element must be submitted to the
Coastal Commission for certification . A general plan amendment
and zone change will be required to implement the adopted land
use designation . If possible, White Hole II will be processed
concurrently with White Hole I. However , it is more likely
that they will be processed separately due to a time lag for
White Hole II. The following work program assumes that White
Hole I and II will be processed separately.
2. 0 PREPARATION OF WHITE HOLE II REPORT
Objective:
Prepare an analysis of land use designations for White Hole II
for submission to the Planning Commission and City Council .
Discussion :
An analysis similar to the White Hole I report is being
prepared to analyze the white hole property which is adjacent
to the Bolsa Chica. The recommended land use designation is
expected to be conservation . The report will be submitted to
the Planning Commission and City Council in the near future .
Tasks:
a) Preparation of the White Hole II analysis.
b) Preparation of staff reports for Planning Commission and
City Council .
c ) Provide public notice through legal ads and mailings .
d ) Prepare for and attend public hearings .
e ) Revise text to reflect revisions .

3 . 0 COASTAL COMMISSION CERTIFICATION? OF WHITE HOLE I AND II
Objective•
Submission of adopted land use designations for White Hole I
and II to the California Coastal Commission for certification.
Discussion•
A revised Coastal Element, including changes to the C-LUP, will
be submitted to the Coastal Commission for certification to
reflect the new land use designations which were adopted by the
City Council for White Hole I between Beach Boulevard and the
Santa Ana River. The new land use designations include 7 acres
of Visitor Serving Commercial , 124 .5 acres of Conservation, 83
acres of Industrial Energy Production and 17 acres of
Industrial Energy Production/Conservation . The White Hole II
land use designation will be adopted in the near future.
Tasks •
a) Revise sections of the Coastal Element to reflect the
addition of the new land uses .

Objective:
Submit certified and revised Coastal Element for White Hole I
and II to Planning Commission and City Council for adoption
into the General Plan .
Discussion•
After the Coastal Commission has certified the LCP and the
C-LUP, and the suggested modifications have been included in
the text revisions , the Coastal Element must be submitted to
the Planning Commission and City Council for adoption.
Tasks :
a ) Make text changes to the Coastal Element to reflect the
Coastal Commission ' s suggested modifications .
b) Prepare staff reports for Planning Commission and City
Council .
c ) Provide public notice through legal ads and mailings .
d ) Prepare for and attend Planning Commission and City
Council public hearings .
e ) Resubmit to Coastal Commission for administrative approval .

objective:
Development of new zoning district to implement the land use
designation : " Industrial Energy Production/Conservation. "
Discussion:
A new zoning district is needed to implement the land use
designation "Industrial Energy Production Conservation" for
the
seventeen acres adjacent to the Southern California Edison
plant . The new zoning district will allow for future expansion
of the facility, if needed.
Tasks:
a) Submit proposed code amendment to the Coastal Commission
for approval .
b) Revise to incorporate the Commission ' s suggested
modifications .
c ) Prepare staff reports for Planning Commission and City
Council.
