RESOLUTION NO. 5692
A RESOLUTION OF THE CITY OF HUNTINGTON BEACH
SUPPORTING THE ORANGE COUNTY DIVISION, LEAGUE
OF CALIFORNIA CITIES ADOPTION OF CERTAIN POLICIES
TO MEET THE FUTURE WATER NEEDS OF THE PEOPLE
OF CALIFORNIA
WHEREAS, California is a water rich state and, with sound
water management practices, there exists sufficient water in the

state to meet all of its needs; and,
There exists a statewide interdependence of economic interests
with respect to water ; a water shortage in one region of the state
affects both that of the region and the statewide economy; and
Protection of the quality of both surface and groundwater
resources is of paramount importance to the welfare of the entire
State of California and its citizens; and,
Early additions of facilities to expand the operational
capabilities of the State Water Project are essential:
recognizing that these additional facilities will conserve water
supply; improve quality of water in both the San Francisco Bay and
Delta and for the citizens of the state; and enhance fish and
wildlife populations in the San Francisco Bay and Delta; and
Protection of area of origin rights is basic to sound
statewide water management; and,
Cost-effective surface and groundwater storage should be
encouraged and implemented wherever possible; and,

All areas of the state should maximize the use of local
supplies where quality is acceptable and cost-effective; and
With almost half of all residential water use dedicated
outdoors, Xeriscape (dry) practices and techniques should be
encouraged in all arid and semi-arid climates in California; and
Cost-effective water reclamation and reuse technologies should
be encouraged and implemented whenever possible and where quality
is acceptable; and,
Water exchanges and transfers, whenever of benefit to all
interested parties, should be encouraged consistent with the
requirements of applicable state law; and,
Southern California should make maximum use of Colorado River
supplies when available; and,
Regional contingency plans should be developed in the event of
a drought or other disasters to assure the most beneficial use of
limited water supplies.
NOW, THEREFORE, BE IT RESOLVED that the City of Huntington
Beach hereby supports the Orange County Division, League of
California Cities adoption of the foregoing principles to be its
policy on the use of water resources and the development of
appropriate water facilities in the State of California.
BE IT FURTHER RESOLVED that the City of Huntington Beach
hereby urges the State Legislature and the Governor to adhere to
these principles in the completion of the State Water Project and
in meeting the future water needs of the people of California.

Huntington Beach at a regular meeting thereof held on the 4th day
of August , 1986 .

that .the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 4th day
of August 19 86 by the following vote:
