A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AUTHORIZING APPLI-
CATION FOR A COASTAL ZONE MANAGEMENT GRANT
AUGMENTATION FOR PHASE V POST-CERTIFICATION
WORK ON THE LOCAL COASTAL PROGRAM, FROM THE
CALIFORNIA COASTAL COMMISSION TO IMPLEMENT
THE CALIFORNIA COASTAL ACT OF 1976
WHEREAS, the City of Huntington Beach recognizes the problem
and issues identified in the attached work program for Phase V
work on the Local Coastal Program and desires to continue to
provide improved coastal planning, decision making and management
capability relating to community development and growth; and
The City of Huntington Beach has developed an application
package to deal with these development problems and issues; and
the California Coastal Commission, under the authority of the
Government Code of the State of California, may provide planning
and financial assistance for such a program,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Huntington Beach hereby requests the Coastal Commission to
provide planning and financial assistance under the authority of
the Government Code of the State of California, not to exceed the
amount of $11,733. Such planning assistance is more particularly
described in project description that is attached hereto and made
a part of this resolution as if fully set forth herein,

BE IT FURTHER RESOLVED, that the City Administrator of the
City of Huntington Beach is authorized and empowered to execute in
the name of the City of Huntington Beach all necessary
applications, contracts, and agreements and amendments hereto to
implement and carry out the purposes specified in this resolution.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 4th
day of August , 1986 .

Staff has completed the plans and specifications for the
cons true tion of a Bluff Top Vista Point and Beach Access
Stairway at 20th Street and Pacific Coast Highway.
The Vista Point Plaza rsee portion. "A" of attached exhibit)
faces the ocean and provides a paved and landscaped area :where
the =ublic can stand or sit and view the beach and ocean. The
'Jista Point includes the installation of ::ark benches , night
lighting, any a drinking -ountain, bike rack and telephone.
Oesign costs , based on the summar•.7 below, totaled $6 ,996 .96 .

The access stariway (see portion "B" of attached exhibit)
provides a direct acproach -o the beach. Although simple
in concept, the design was complicated by the existence of
an oil pine line chase crossing the stairwav path. The
stairway will be built around this structure . Design costs,

What is the total population of the co=anity surrounding the project
site? (Please identify the c—unity. )
The population of Huntington Beach is 184, 300, as of January
1986 .
W::at is the total population within fifty miles of the project site?
Estimated population is 8 million people. Redevelopment in
the downtown area adjacent to the pier will increase beach
usage.
Wlhaat is the closest existing public road providing access to the site and
its traffic volume?
The closest existing road 'is Pacific Coast Highway. Although
traffic volumes vary widely with season, the average daily
volume during peak months is 34 , 400 and during non-peak months
►.ny3addi Oonal comments supporting greater than local need.
The beaches in Huntington Beach are known throughout southern
California as well as nationally and internationally, for prime
sunbathing and surfing opportunities. A world surfing championship

What LCP jurisdiction does this project fall within? Please enclosed

City of Huntington Beach. Verification of LUP approval is
attached.
3. CONSISTENCY WITH ACCESS STANDARDS
Please discuss how the proposal complies with the specific Coastal access
Standards (see Appendix D).

Please indicate any issues which may delay the project's completion, and
discuss the time expected to complete the project.
The project should be completed within 9 months of award of
grant.
5. COMPREHEZENS:yE PROGRLIMS
For coastal projects, describe how the projects proposed for funding
fulfills the access needs of the jurisdiction. For San Francisco Bay
projects, describe how the projects proposed for funding help
trail systems along the bay shoreline, and connect to urland trails
where appropriate.
The Citv is attempting to preserve and enhance the coastal
bluffs along Pacific Coast Highway. A bluff top park has
already been developed. Insufficient accessway currently
exists and as a result, beachgoers are attempting to scale
the bluff . This results in damage to the bluff . The
additional accessway will allow beachgoers safer access to
the beach and will preserve the plantings which protect the
bluff face.
