RESOLUTION DESIGNATING THE WEEK BEGINNING
APRIL 11, 1987, AS "NATIONAL COMMUNITY
DEVELOPMENT WEEK"
WHEREAS, the federal community development block grant
program has operated since 1974 to provide the City of Huntington
Beach with the resources required to meet the needs of our
residents low and moderate income; and
Community development block grant funds are channeled to
neighborhood-based nonprofit organizations throughout the City of
Huntington Beach to address pressing neighborhood and human
service needs; and
The fiscal policies of the federal government for the last
several years have been designed to reduce the federal assistance
provided to local governments and nonprofit organizations vested
with the responsibility of meeting the needs of persons of low and
moderate income; and
During this time of constricted federal contributions to
the task of meeting the needs of persons of low and moderate
income, the problem of maintaining a decent standard of living in
urban America has increased, as evidenced here in he City of
Huntington Beach by the dwindling supply of affordable housing; and
During this time of federal withdrawal from
responsibility, the Community Development Block Grant Program has
assumed increasing importance as an instrument for meeting
pressing community problems; and
The nature of the Community Development Block Grant
Program, with its diversity of program design and administration

and its facility for being last resort funding, has often caused
the Congress and the nation to overlook the critical value of the
program and the significant number of organizations and projects
in our community that rely on its funds for support; and
A week recognizing national community development will
encourage local governments, nonprofit organizations, and
community residents throughout the City of Huntington Beach to
reaffirm the significance and diversity of our local community
development program efforts toward meeting the needs of persons of
low and moderate income;
NOW, THEREFORE, BE IT RESOLVED by the City of Huntington
Beach, that the week beginning April 11, 1987, is designated
"National Community Development Week, " and the Mayor of the City
of Huntington Beach is authorized and requested to issue a
proclamation calling upon the people of the City of Huntington
Beach to observe the week with appropriate ceremonies and
activities.

I, ALICIA M. WENTWORTH, the duly elected, qualified City

that the foregoing resolution was passed and adopted by the affirmative
vote of more than a majority of all the members of said City Council
at a regular meeting thereof held on the 6th day
