A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH OPPOSING ADOPTION OF THE
AIR QUALITY MANAGEMENT PLAN AND URGING THE
REPRESENTATIVE OF THE CITIES OF ORANGE COUNTY
TO VOTE AGAINST ITS ADOPTION
WHEREAS , The South Coast Air Quality Management District
has proposed a far-reaching plan to reduce air pollution in the
South Coast Air Basin; and
The Council finds that the proposed air quality plan will
have adverse social and economic impacts on the region; and
Several alternative plans which would achieve the same
clean air goals, without the significant adverse effects,
should be explored and taken into account in the current Air
Quality Management Plan (AQMP ) ; and
The plan, which will be considered by the SCAQMD Board will
be essentially the same plan proposed for adoption in December
1988, contains unrealistic goals and implementation measures;
and
Additional public input on SCAQMD 's plan and alternative
clean air plans needs to be obtained; and
An affirmative vote on the AQMP would be premature and not
in the best interest of the public .
NOW, THEREFORE, BE IT RESOLVED by the City Council of
Huntington Beach that its members urge the representative of
the cities of Orange County on the South Coast Air Quality
Management District Board to vote against adoption of the Air
Quality Management Plan.

BE IT FURTHER RESOLVED that a copy of this resolution be
forwarded to the Orange County Board of Supervisors and that
the Board be urged to vote against adoption of the plan.
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Huntington Beach held on the 21st day
of February , 1989 .

that the foregoing resolution was passed and adopted by the affirmative
vote of at least a majority of all the members of said City Council
at a regular meeting thereof held on the 21st day
