A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH, CALIFORNIA, REQUESTING THAT
THE CALIFORNIA AIR RESOURCES BOARD SCHEDULE A
FORMAL PUBLIC HEARING ON THE ADOPTION OF CONFORMITY
PROCEDURES INTO THE SOUTH COAST AIR QUALITY
MANAGEMENT PLAN
WHEREAS, the South Coast Air Quality Management District
(SCAQMD) has adopted a plan designed to meet federal air quality
standards by 2010; and
The Air Quality Management Plan (AQMP) relies heavily on
achieving clean air through a jobs/housing balance; and
The implementation of strategies to more effectively balance
jobs and housing cannot be accomplished without the cooperation of
local, city, and county, governments; and
The SCAQMD and Southern California Association of Governments
have reserved to themselves, through their proposed AQMP Conformity
Procedures, the right to intervene in local land use decisions; and
Land use decisions have traditionally been the domain of
local government; and
Any future changes in local land use decisions should be
granted a full public hearing by the California Air Resources Board
(CARB) to ensure adequate input by affected counties, cities, and
industries;
NOW, THEREFORE, the City Council of the City of Huntington
Beach does resolve as follows:
Section 1. That the City of Huntington Beach respectfully
requests that the CARB schedule a formal public hearing on the
adoption of Conformity Procedures into the SCAQMP.

Section 2. That the Clerk is hereby authorized and directed
to forward a certified copy of this resolution and its
recommendation to the Chair and members of the California Air
Resources Board, the South Coast Air Quality Management District,
the Southern California Association of Governments, and to such
other officials, persons, agencies or organizations as may be deemed
appropriate including the President of the League of California
Cities and its Orange County Division.
Section 3 . This resolution shall take effect immediately
upon its adoption by the City Council, and the City Clerk shall
certify the vote adopting this resolution.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 22nd day
j of January , 1989 .

that the foregoing resolution was passed and adopted by the affirmative
vote of at least a majority of all the members of said City Council
at a regular adjourned meeting thereof held on the 22nd day
