RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH URGING SUPPORT OF
THE CRIME VICTIMS' JUSTICE REFORM ACT OF 1989
WHEREAS, Californians realize that crime is out of control
to the point that it is our state' s number one problem and
priority; and
The California criminal justice system is ineffective in
acting swiftly and surely concerning the punishment of our
criminals; and
California is spending millions of tax dollars for
unnecessary post indictment/pre-trial hearings; and
Defendants can obtain multiple delays, making many cases
unduly lengthy and costly; and
Criminals with multiple charges can be tried for each charge
separately, which can take many years and cost millions of tax
dollars; and
An anti-victim bias expands the rights of the criminal and
tips the balance of justice in favor of the criminal to the
detriment of the public and the rights of victims; and
There is no specific or added punishment for acts of torture
in California; and
The California criminal justice system requires the
prosecutor of a murder case to establish "intent to kill" in
order to seek the death penalty, instead of allowing a heinous
act to speak for itself.

NOW, THEREFORE, BE IT RESOLVED, that the City of Huntington
Beach expresses its support for the Crime Victims ' Initiative
which will help ensure fair criminal trials and will restore the
balance of justice between the victim and the criminal in the
California criminal justice system;
BE IT FURTHER RESOLVED, that we must guarantee the public' s
protection from dangerous criminals and that the California
criminal justice system must avoid the current criminal justice
gridlock and deal its criminals swift and sure punishment.

that the foregoing resolution was passed and adopted by the affirmative
vote of at least a majority of all the members of said City Council
at a regular meeting thereof held on the 5th day
