HomeMy WebLinkAboutCity Council - 6148 RESOLUTION NO. 6148 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING MODIFICATIONS TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE HUNTINGTON BEACH MUNICIPAL EMPLOYEES ASSOCIATION AND THE CITY OF HUNTINGTON BEACH RELATIVE TO SALARY PARITY/ BUILDING INSPECTORS The City Council of the City of Huntington Beach does resolve as follows : The modifications to the amendment to the July 1, 1988 Memorandum of Understanding between the City of Huntington Beach and the Huntington Beach Municipal Employees Association, a copy of which amendment is attached hereto and by reference made a part hereof, is hereby approved and ordered implemented in accordance with the terms and conditions thereof, and the City Administrator is authorized to execute this agreement . Such Memorandum of Understanding shall be effective May 17, 1990 . Mayor ' ATTEST: APPROVED AS TO FORM: City Clerk City At"rney REVIEWED AND APPROVED: IPTED ROVED: City Administrator Deputy C ty Admi istra or SIDE LETTER BETWEEN THE CITY OF HUNTINGTON BEACH AND THE MUNCIPAL EMPLOYEES ASSOCIATION Having reached an agreement that salary parity issues should be handled in negotiations rather than by grievance, O.C.E.A. and the City of Huntington Beach agree to resolve the salary parity dispute between the building inspectors and the City by the following side letter supplementing the existing M.O.U. between the parties as follows: 1) The City of Huntington Beach will provide the Structural Inspectors, Structural Inspectors Senior, Electrical Inspectors, Electrical Inspectors Senior, Plumbing and Mechanical Inspectors and Plumbing and Mechanical Inspectors Senior with on the job training for land use inspection. 2) The Inspectors and O.C.E.A. agree that land use inspection duties, in conjunction with new construction, shall be added to the existing job descriptions 3) The Senior Inspector classifications shall receive a 5% increase in their base pay effective July 1, 1990, except that any Senior Inspector who has not completed such training by that date shall not receive the 5% until such date as he or she has completed said training. 4) The four current incumbent Inspectors will also receive a 5% increase in their base pay effective July 1, 1990, except that any inspector who has not completed such training by that date shall not receive the 5% until such date as he or she has completed said training. All future Inspectors shall be hired at a salary range that is 16% below the Senior level. 5) Effective July 1, 1990, the City agrees to pay $100.00 per month bonus pay, in addition to the base salary, in compensation for the first ICBO (International Conference of Building Officials) certificate above that required by the Senior Inspectors minimum qualifications. The City shall offer an additional $50.00 per month bonus for a second additional ICBO certificate. Participation in the additional bonus program shall be voluntary on the part of the employees. An employee shall be eligible for such bonus only as long as his or her additional ICBO certificates are kept current. ICBO certificates may be obtained in the following disciplines: Structural, 6148 Electrical, Plumbing, Mechanical, Combination and Rehabilitation/Conservation Inspection. 6) O.C.E.A. agrees to abandon the building inspectors salary parity grievance in its entirety, including any claim for retroactivity. 7) The parties to this side letter have signed it voluntarily, having had its meaning full and fairly explained. 8) The parties agree not to publicize the side letter through any media. 9) This side letter does not effect any previously agreed upon M.O.U. salary adjustments.
