HomeMy WebLinkAboutCity Council - 6157 RESOLUTION NO. 6157 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH REQUESTING THE ORANGE COUNTY BOARD OF SUPERVISORS TO ADOPT ORDINANCES REQUIRING THE APPLICATION OF MUNICIPAL DEVELOPMENT STANDARDS WHEN PROCESSING PROJECTS WITHIN A MUNICIPALITY"S SPHERE OF INFLUENCE WHEREAS, the County of Orange is responsible for processing development plans for projects in unincorporated territory within a municipal sphere of influence; and County development standards and public improvement criteria frequently differ from those that would be applicable if the property were annexed according to sphere of influence designations; and A municipality' s ability to provide public services and maintain public improvements is greatly affected by development standards such as permitted densities, product type and building bulk, as well as public improvement criteria such as street width, and the size of drainage, sewer or water facilities; and The County of Orange should, in processing and approving projects within a municipality' s sphere of influence, consider imposing development standards and public improvement criteria consistent with those that would be applied by the municipality; and NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Huntington Beach respectfully requests the Orange County Board of Supervisors to adopt ordinances which grant County staff, the Planning Commission and the Board of Supervisors the -1- authority to apply development standards and impose public improvement requirements consistent with ordinances of the involved municipality when processing subdivision maps, development agreements or similar land use approvals for projects within the municipality' s sphere of influence. BE IT FURTHER RESOLVED, that the County of Orange, by applying the municipal development standards and public improvement criteria to projects within a city' s sphere of influence, will ensure adequate and uniform public improvements, minimize the cost and expense of maintaining public improvements, and ensure land uses and intensities that are consistent with the planning documents of the city that will ultimately annex the area.
