HomeMy WebLinkAboutCity Council - 6172 RESOLUTION NO. 6172 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING AND IMPLEMENTING THE MEMORANDUM OF UNDERSTANDING BETWEEN THE HUNTINGTON BEACH MUNICIPAL EMPLOYEES ASSOCIATION AND THE CITY OF HUNTINGTON BEACH FOR 1990/91 The City Council of the City of Huntington Beach does resolve as follows: The amendment to the July 1, 1988 Memorandum of Understanding between the City of Huntington Beach and the Huntington Beach Municipal Employees' Association, a copy of which amendment is attached hereto and by reference made a part hereof, is hereby approved and ordered implemented in accordance with the terms and conditions thereof, as modified to provide that the seven employees proposed to be Y-rated instead retain their current classifications of Secretary Typist (6 employees), and Construction Permit Aide (1 employee), in lieu of the procedure outlined in paragraph E of the amendment to the MOU. (Relettered) Permanent employees shall be compensated at monthly salary rates by classification title and salary range as set forth in Exhibit "A" attached hereto and incorporated herein by this reference. B. (New) Effective upon the Personnel Commission's approval of the new classification specifications (on or about May 17, 1990), the City's classification plan will be amended as set forth herein: 1. (New) Y- (New) Positions , 1) For the purposes of t�is MOU, and in accordance with P sonnel Rule 14-7, the ter "Y-rated" shall be interpreted as "freezing the current ary range" of an employee whose p ition has been reclassified to a class with a 1 er salary range, when authorized by the Per` gnnel Commission. During such time at the employee's salary range remains above the\\ Lary range authorized for t class to which the position has been reallocated, the employee all not be eligible receive any salary increases other than merit increases that he or she uld previo y have been eligible to receive. 2) The seven (7) position ' c bents whose positions are reallocated to a class whose salary range is lower th tha of their former class will be Y-rated. All position incumbents Y-rated as a sult of this dy will receive $40 per pay period as "temporary special compensati ", effective June 23, 0 through December 31, 1990. 3) The City d the Association will jointly s ct a neutral third party, who is recognized as a cla ification expert, to review the classific ion allocation, using the approved new clas concepts, of the seven positions whose incumbe are Y-rated as a result of this udy.
