HomeMy WebLinkAboutCity Council - 6175 RESOLUTION NO. 6175 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, REQUESTING THE U.S. ARMY CORPS OF ENGINEERS TO PROCEED WITH AN INITIAL APPRAISAL STUDY FOR POTENTIAL PARTICIPATION IN A PROJECT TO PROTECT THE BLUFFS ALONG THE OCEAN SIDE OF PACIFIC COAST HIGHWAY NORTH OF GOLDEN WEST STREET WHEREAS, the City of Huntington Beach maintains and operates the beach, a recreational area of local and regional importance, along the ocean side of Pacific Coast Highway north of Golden West Street to the Bolsa Chica State Park, and The bluffs along the beach between Golden West Street and Bolsa Chica State Park are continually eroding and thereby jeopardizing the use of public improvements, and The U.S. Army Corps of Engineers, under its "Continuing Authority Program, " sponsors a Section 103 "Small Beach Erosion Control Program" designed to address potential projects in which essential public improvements, such as safety railing, security lighting, bike trails and several roads are damaged or threatened by ongoing natural processes; and The existing improvements along the top of the bluff require protection from further erosion of the bluff face to preserve this local and regionally significant section of beach; and The aforementioned U.S. Army Corps of Engineers program may include the opportunity to assist the City of Huntington Beach' s needs to provide a method of controlling erosion; and - 1 - The City Council of the City of Huntington Beach finds it necessary, desirable, and in the public interest to request the assistance of the U.S. Army Corps of Engineers in determining and funding a long-term solution to this problem; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach, California, as follows: 1. That the above recitations are true and correct. 2 . That the City Council of the City of Huntington Beach hereby formally requests the U.S. Army Corps of Engineers, Los Angeles District Office, to undertake the reconnaissance and initial appraisal study of a potential project to protect the bluffs along the ocean side of Pacific Coast Highway north of Golden West Street, from further erosion under the District ' s Continuing Authority Program, " specifically its Section 103 "Small Beach Erosion Control Program. " 3 . That the City Council of the City of Huntington Beach hereby determines the aforementioned section of beach bluff as described above which is the subject of this request to be of vital importance to the recreational use of the beach. 4 . That the City Council of the City of Huntington Beach hereby offers its assistance and support for the U.S. Army Corps of Engineers ' involvement in this potential project. 2 - 6175 PASSED, APPROVED AND ADOPTED at a regular meeting of the Huntington Beach City Council held on the 2nd day of July, 1990 TL- .�...
