A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH APPROVING AND IMPLEMENTING THE
MEMORANDUM OF UNDERSTANDING BETWEEN THE
HUNTINGTON BEACH MUNICIPAL EMPLOYEES ASSOCIATION
AND THE CITY OF HUNTINGTON BEACH FOR 1990/91
The City Council of the City of Huntington Beach does resolve as follows:
The amendment to the July 1, 1988 Memorandum of Understanding between the
City of Huntington Beach and the Huntington Beach Municipal Employees' Association, a
copy of which amendment is attached hereto and by reference made a part hereof, is
hereby approved and ordered implemented in accordance with the terms and conditions
thereof. The City Administrator is authorized to execute this agreement. Such
Memorandum of Understanding shall be effective May 17, 1990.

AMENDMENT TO MEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY OF HUNTINGTON BEACH
(HEREINAFTER CALLED "CITY")
AND
THE HUNTINGTON BEACH MUNICIPAL EMPLOYEES' ASSOCIATION
(HEREINAFTER CALLED "ASSOCIATION")
The representatives of the City and the Association have met and conferred on the
issues surrounding the impact of adopting the City's proposed revisions to its classification
plan as it relates to the general clerical and secretarial classes represented by the
Association as listed hereinafter and agree to the following changes to the M.O.U.
between the City and Association dated July 1, 1988.

SALARY SCHEDULE
A. (Relettered) Permanent employees shall be compensated at monthly salary
rates by classification title and salary range as set forth in Exhibit "A" attached hereto
and incorporated herein by this reference.
B. (New) Effective May 17, 1990, the City's classification plan will be amended
as set forth herein:
1. Add two (2) new classes:
a. Office Specialist (Typing)
b. Office Specialist (Non—Typing)
2. Delete two (2) classes:
a. Secretary Administrative
b. Clerk Steno 6221
3. Retitle five (5) classes:

c. Clerk Typist Office Assistant I (Typing)

C. (New) Effective May 17, 1990 permanent employees whose positions are
allocated to the new and retitled classes as set forth above in Article 3, Section B, shall be
compensated at monthly salary rates by class and salary range as set forth herein:

E. (New) Effective May 17, 1990, the positions and their current incumbents as
set forth herein, will be "grandfathered" into their current classifications until the position
becomes vacant.

F. Management retains the right to transfer the employees in the six (6)
grandfathered positions without loss of pay.
G. Management retains the right to recommend reclassification upward or
laterally of any of these six (6) "grandfathered" positions. No examination shall be
required to reclassify upward any of these six (6) "grandfathered" positions.
H. The Association agrees not to file a grievance on behalf of any employee
using the above grandfathered positions as justification to demonstrate higher level duties
in order to obtain an upgrade in classification or salary. In no way does this section
prevent or limit any employee from filing a classification grievance except as described
above.
