A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH
FOR DESIGNATION OF A CONGESTION
MANAGEMENT PROGRAM AGENCY FOR ORANGE COUNTY
WHEREAS, the passage of Proposition 111 requires the preparation
and implementation of a comprehensive Congestion Management Program
in each of California ' s urban counties; and
Compliance with the Congestion Management Program requirements
is necessary for Orange County jurisdictions to be eligible for new
state gas revenues; and
Orange County' s cities, the County of Orange, and county
transportation agencies are engaged in a cooperative process to
develop a blueprint for Orange County' s first Congestion management
Program; and
The cooperative process includes a Technical Advisory Committee
of staff representatives from each impacted interest group and a

Policy Task Force of city and county elected officials; and
i
The Congestion Management Program blueprint process has provided
for strong input and participation from all affected interest groups
and agencies; and
Legislation to implement Proposition 111 requires cities and the
County of orange to designate a local agency to approve, implement

and monitor Orange County' s Congestion Management Program;
NOW, THEREFORE, BE IT RESOLVED, that the County of Orange, City
of Huntington Beach recognizes that the initial baseline Congestion
Management Program for Orange County will be adopted through the
established Technical Advisory Committee, the Policy Task Force and
the Orange County Transportation Commission as an interim process
(exhibit to be added) until the OCTA is established; and
BE IT FURTHER RESOLVED that the designation of the Congestion
Management Program agency for Orange County shall be reconsidered if
the provisions of SB 838 are not implemented by December 1, '1991.
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 3rd day
of December 19 9 0 .

DEVELOPMENT AND ADOPTION PROCESS FOR INITIAL ORANGE COUNTY
CONGESTION MANAGEMENT PLAN(CMP)
L DEVELOPMENT OF CMP
A. The draft CMP document will continue to be prepared under the auspices of the multi-
agency management steering committee consisting of OCTC, OCTD,Transportation
Corridor Agencies, Leagues of Cities and the County of Orange.
B. The County will continue to administer the consultant contract and serve as project
manager for the completion of the initial CMP.
It. ADOPTION PROCESS FOR INI77AL CMP
A. Orange County Transportation Authority, (OCTA)established pursuant to SB 838 would
be designated as CMP Lead Agency.
B CMP Adoption Process would remain as currently established. Specifically:
1. CMP Policy Task Force would approve the CMP prior to submittal to OCTA.
Action by the 10 City representatives would eliminate the need for separate
action by all29 Orange County Cities.
2. The current Technical Advisory Committee and public workshop structure would
remain in effect. All items to be considered by the Task Force would be subject
to prior review at Technical Advisory Committee meetings and public workshops.
3. The Orange County Transportation Authority (or Commission)would adopt the
initial CMP at public hearing.
Ill. CMP IMPLEMENTATION. MONITORING AND APPEAL PROCESSES
The proposed Orange County CMP would specify the precise implementation, monitoring,and
appeal requirements,however, the following two items have been determined at this time.
1. The conformity determination and appeal process for reviewing individual jurisdiction
compliance with the CMP will be modeled after and,to the extent feasible,utilize the
existing AHFP Conformity Process:
A) AHFP TAC Determination of Conformity
B) AFFP PAC Recommendations
C) OCTA to Make Final Determination
2. The CMP consistency/conformity review process wilr only include those items required
by statute.
