HomeMy WebLinkAboutCity Council - 6241 RESOLUTION NO. 6241 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO ADOPT AND AMEND THE CITY CLASSIFICATION PLAN The City Council of the City of Huntington Beach does resolve as follows: SECTION 1. The City Classification Plan is hereby amended to include the job descriptions attached hereto as Exhibit "A" for the following classifications: Crewleader Pesticide Advisor Fire Med Coordinator Human Services Coordinator Telecommunications Aide II Personnel Assistant SECTION 2. The City Classification Plan amended to delete the following classifications: Chemical Leadworker Outreach Coordinator Personnel Assistant I Personnel Assistant II PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 7 day of January , 1991. EXHIBIT A CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: CREWLEADER— PESTICIDE ADVISER DATE: SEPTEMBER, 1990 DUTIES SUMMARY: Designated by department to perform as crewleader in application of chemicals, herbicides, insecticides and various pesticides to trees, shrubs, grass and a variety of plants and soil for control of pests, plant, diseases and plant growth. Directs skilled and semi skilled workers in chemical application activities. DISTINGUISHING CHARACTERISTICS: The incumbent designated by the department as a crewleader must possess current Pest Control Adviser license. EXAMPLES OF DUTIES: Inspects vegetation to identify parasites and disease and determine type and amount of pesticide to apply; operates spray equipment, regulates pressure, selects and applies nozzles, attaches spray booms and regulates spray; estimates spraying conditions to avoid destruction of ornamental or economic vegetation through spray drift; must comply with state regulations on reporting and notification of pesticide application activities; acts as city's pesticide adviser; maintains and stores protective clothing and various wands, booms and accessories utilized in spraying; maintains logs and records of chemical inventories and pest control operations; purchases chemicals and equipment utilized in pest control; assists the Crewleader/Supervisor in the planning and scheduling of overall work projects; assigns work to employees in his crew; trains employees in work assignments and safe work practices; as required, performs those duties as may be normally performed by classifications led. Performs other related duties. KNOWLEDGE. SKILLS. ABILITIES & PERSONAL ATTRIBUTES: Knowledge of the varieties and species of plant and vegetation indigenous to the area; knowledge of the methods and practices of disease and pest control; knowledge of effects and methods of application of chemical sprays for the control of pests and disease; knowledge of the safety precaution and the rules and regulations of pesticide enforcement; ability to identify various pests and diseases and the knowledge of the selective use of chemicals for their control; ability to qualify for and maintain state license as Pest Control Adviser; requires ability to write reports, evaluate employee performance and communicate such reports and evaluations effectively both verbally and in writing; ability to lead a group of employees. NM41MUM QUALIFICATIONS: Requires three (3) Years experience in landscape gardening or nursery work including two (2) years of experience in pest control advising using high pressure spray equipment. Applicators licenses/authorizations as required by applicable regulations. Must have current state license as Pest Control Adviser. Valid California driver's license. 8689 1184X 6241 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: FIREMED COORDINATOR DATE: SEPTEMBER, 1990 DUTIES SUMMARY: Under general direction of the Emergency Services Manager, supervises and coordinates the City's FireMed program; ensures complete and timely processing of client data and billing materials; prepare public information and education programs; develop reports; forecast program revenues and expenses; serve as FireMed liaison between Fire and other city departments; establish and maintain automated systems providing client information to emergency health providers, membership and billing information; supervise FireMed support staff; administer service provider contracts; assist in development of FireMed program budget; operate "LandTrak" map—based data base presentation and analysis software; on call for major emergencies EXAMPLES OF DUTIES: Plans, formulates and develops paramedic membership programs to meet the needs of the community; supervises the implementation of the annual enrollment campaign; coordinates related media preparation for cable TV, newspapers and printed material; schedules work projects and determines priorities; assists in the preparation and administration of the budget; researches and recommends plans of action; prepares financial data and statistical information for City CdvRcil review; assists and advises the Fire Chief on matters related to program benefits, reimbursements and revenue projections; works with Information Systems and City Treasurer on problems and improvements in the customer accounting and related billing systems; responsible for membership registration and collection of fees; coordinates computer processing of medical information, ambulance dispatching and collection of billing data for user fees; works directly with Fire Department personnel to formulate program enhancements; handles employee problems; performs personnel administrative functions; relieves Emergency Operations Center staff during activation; works directly with private contractors to maximize recovery of user fees; makes field inspections of contractor's equipment and personnel; coordinates training of contractor's personnel relating to Fire Department operations; supervise FireMed support staff; represents the department with other city, county and public agencies at meetings, seminars, etc. Performs other related duties. KNOWLEDGE. SKILLS. ABILITIES & PERSONAL ATTRIBUTES: Thorough knowledge of Fire Department operations; thorough knowledge of ambulance transportation procedures, regulations, billing and collection; knowledge of project management and budget preparation; ability to handle human relations problems; able to effectively communicate both verbally and in writing; ability to work with micro computer systems; ability to independently analyze a situation, formulate a solution/recommendation and present this to management, citizens or an outside agency; ability to analyze work procedures and to develop new techniques. MINIMUM QUALIFICATIONS: Sufficient training and/or experience to clearly demonstrate the knowledge, skills and abilities described above. Requires two (2) years of supervisory experience in the ambulance industry and two (2) years of emergency service experience relating to communications, information systems and paramedic operations. 2203 1970X 6241 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: HUMAN SERVICES COORDINATOR DATE: OCTOBER, 1990 DUTIES SUMMARY: Under direction, performs assessment and referral functions in the field of human services, community relations and related operations. EXAMPLES OF DUTIES: Responsible for human service project implementation and coordination; performs assessment and referral functions for clients and recipients of various social service programs conducted through the City's Community Services Department; works with recipients of various grants such as single parents, senior citizens and other eligible residents; represents the city on social service committees; makes determinations regarding program benefits awarded to clients; interviews clients and assesses program eligibility and program participant's needs; gathers and disseminates information regarding community resources, program goals and procedures and community needs; prepares administrative and technical reports and summaries; answers and routes policy and procedural questions regarding various human service grants from clients, citizens, city departments and other agencies; supervises administrative support positions and program volunteers; makes public presentations on social service programs in the community. Performs related duties as required. KNOWLEDGE SKILLS ABILITIES & PERSONAL ATTRIBUTES: Requires knowledge of the principles and practices of effective human relations programs; knowledge of basic social service needs of individuals and families; knowledge of housing, education, employment, child care and personal development resources; knowledge of basic sociological and psychological principles; skills in interviewing and active listening; ability to identify various social problems; ability to communicate effective both orally and in writing; establish and maintain effective working relationships; knowledge of the principles of supervision; calculate basic statistical data; knowledge of federal, state and local regulations governing the operation of social service programs. MINIMUM QUALIFICATIONS: Bachelor's degree in social or behavioral science or related area in the social service field and one (1) year experience in a professional human service field in a public or non—profit agency dealing with client assessment and referral. Must possess a valid California driver's license. 1986X 6241 6241 CITY OF HUNTINGTON REACH CLASS SPECIFICATION TITLE: PERSONNEL ASSISTANT DATE: December, 1990 DUTIES SUMMARY: Performs specialized and complex clerical work in personnel which requires a high degree of accuracy, discretion and personal judgment. Responsible for maintaining the confidentiality of all records, correspondence, etc. Involves responsible public contact with city employees and the public. EXAMPLES OF DUTIES: Assists employees regarding city personnel procedures, benefit programs, classification and salary plans and provides administrative assistance in implementing any new/modified benefit programs.. Responds to inquiries from the public, city employees and other agencies regarding personnel procedures, employment and benefit programs. Maintains insurance records and updates billing procedures for same. Indoctrinates new and terminating employees on compensation plans and a variety of fringe benefits. Screens incoming correspondence; arranges correspondence for reply in order of priority and with appropriate background material attached. Processes requisitions for new employees and transactions affecting current employees. Composes letters, either independently or in accordance with oral and written directions. Arranges travel, transportation and hotel accommodations for City staff. Arranges appointments, meeting rooms, and meetings. Sets up a daily calendar of appointments. Maintains, revises and coordinates personnel and a variety of cross referenced office files of various documents, bills, receipts, material requisitions, work orders, and a variety of other complex records and documents relating to Personnel operations. Compiles and prepares statistical summaries, reports, charts and graphs which require selecting the data, determining the best method of procedure and presentation. Operates typewriters and/or word processing equipment to copy correspondence, reports, statistical data and manuscripts. Types reproduction masters from prepared copy. Proofreads material for errors in grammar and punctuation. Transcribes machine dictation as required. Prepares fliers for job openings; receives applications, supplies applicants with information relevant to recruitment and examination requirements; maintains application files, supplies applicants with information relevant to the openings and candidate eligible lists. Schedules pre—employment physicals and maintains records of same. Schedules and scores job qualifying examinations. Assists the public, either in person or over the phone, by referring them to sources of information, giving out standard forms and explaining how to complete them, and answering requests for information by consulting various available sources. Arranges for applicant interview boards scheduling time, place and participants as directed. Establishes and maintains City personnel files and a variety of other complex records. Performs other related duties. SKILLS KNOWLEDGES ABILITIES & PERSONAL ATTRIBUTES: Requires knowledge of employee benefit plans, compensation plans and recruitment procedures. Requires knowledge of personnel practices and procedures. Requires an ability to work with confidential data with tact and discretion. Requires knowledge of business letter writing and business format. Requires an ability to spell correctly and to use proper English. Requires an ability to communicate effectively and interact with varied groups and individuals. Requires a thorough knowledge of the design and maintenance of varied filing systems and procedures. Requires an ability to operate various office equipment. MINIMUM QUALIFICATIONS: Requires passing a typing test of 45 wpm. Three years of secretarial or clerical experience including responsible public contact experience. At least one year of personnel office clerical work experience is highly desirable.
