A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
F HUNTINGTON BEACH, CALIFORNIA, APPROVING
GENERAL PLAN AMENDMENT NO. 90-3
WHEREAS, the City Council of the City of Huntington Beach,
California desires to update and refine the General Plan in keeping
with changing community needs and objectives; and
Amendment to the Land Use Element is necessary to accomplish
the objectives of the General Plan; and
A public hearing on adoption of General Plan Amendment No.
90-3 was held by the Planning Commission on October 2, 1990; and
Thereafter the City Council, after giving notice as
prescribed by Government Code Section 65355, held two public
hearings on November 5, 1990 and on March 18, 1991 to consider
General Plan Amendment No. 90-3; and
At said hearing before the City Council all persons desiring
to be heard on said amendment were heard.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach pursuant to provisions of Title 7, Chapter
3, Article 6 of California Government Code commencing with Section
65350, that General Plan Amendment No. 90-3 consisting of the
following changes are hereby adopted as an amendment to the General
Plan Land Use Element thereof :
That 1.28 acres of land generally located south of Happy
Drive east of Jolly Lane depicted in Exhibit A as Area 1
attached hereto, be redisignated from High Density
Residential to Medium-High Density Residential; and
That 3 . 83 acres of land generally located on the south side
of Talbert Avenue west of Joyful Lane and south of Happy
Drive west of Joyful Lane as depicted in Exhibit A as Area 2
attached hereto, be redesignated from Medium Density
Residential to Medium-High Density Residential .

The real property affected by this change of use is
described and depicted on Exhibit A, attached hereto and
incorporated by reference herein.
BE IT FURTHER RESOLVED, the City Council of the City of
Huntington Beach hereby adopts the mitigation measures (Exhibit B)
as stated pursuant to Negative Declaration No. 90-23 .
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting held on the 18th day of March
1991.

MITIGATION MEASURES
1 . The project shall have natural gas and 220V electrical
stubbed in at the location of clothes dryers .
2 . The project shall have natural gas stubbed in at the
locations of cooking facilities , water heaters, and central
heating units .
3 . The project shall have low volume heads on all showers .
4 . All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material , shall be disposed
of at an offsite facility equipped to handle them.
5 . The structures on the subject property, whether attached or
detached, shall be constructed in compliance with the state
acoustical standards set forth for units that lie within
the 60 CNEL contours of the property. The interior noise
levels of all dwelling units shall not exceed the
California insulation standards of 45 dba CNEL.
6 . Lighting in the parking lot and/or recreation area shall be
energy efficient (e . g . , high pressure sodium vapor, metal
halide) .
7 . A fire retardant type insulation shall be used within the
building walls .
8 . A grading plan shall be required which includes silt
control for all water runoff from the property during
construction and during initial operation of the project .
9 . A drainage system shall be incorporated into the project to
maintain existing drainage patterns through the project
site .
10 . Should any cultural materials be encountered during the
initial site survey or during grading and excavation
activities , all activity shall cease and the archaeologist
shall be obtained to determine the appropriate course of
action.

11 . During site cleaning, grading, earth moving or excavation,
fugitive dust shall be controlled by regular watering,
paving construction roads , or other dust preventive
measures ; and equipment engines shall be maintained in
proper tune .
12 . In order to mitigate air quality impacts, during
construction, the following shall be utilized :
a . Use water trucks or sprinkler systems to keep all areas
where vehicles move damp enough to prevent dust raised
when leaving the site,
b . Wet down areas in the late morning and after work is
completed for the day,
C . Use low sulfur fuel ( . 05% by weight) for construction
equipment,
d . Phase and schedule construction activities to avoid
high ozone days (first stage smog alerts) ,
e . Discontinue construction during second stage smog
alerts .

13 . Construction hours shall be as prescribed by the Huntington
Beach Municipal Code.
14 . Prior to initiation of construction, police and fire
departments shall be notified and the departments shall be
kept informed about duration and extent of construction
throughout the process .
15 . Alternate routes for traffic during the construction phase
shall be developed. Adequate signage shall be provided to
warn motor vehicles, bicyclists and pedestrians of
construction.
16 . A water plan shall be provided detailing measures which the
project shall implement to reduce peak hour water usage .
17 . A detailed soils analysis shall be required which includes
on-site soil sampling and laboratory testing of materials
to provide detailed recommendations regarding grading,
chemical and fill properties, foundations , retaining walls,
streets , and utilities . In addition, the soils analysis
shall address shrink swell hazards on expansive clays .
18 . A comprehensive built-in fire protection and alarm system
shall be installed .

19 . Contribution to the City' s "Opticom" traffic signal control
system at Beach Boulevard and Talbert Avenue shall be
required .
20 . Buildings closest to Low Density Residential properties
shall generally not exceed two stories to reduce visual
impact .
21 . A minimum twenty (20) foot average building setback shall
be required for buildings adjacent to Low Density
Residential (R1) to reduce visual impact .
22 . Paved, lighted and handicapped accessible, pedestrian
accessways between project buildings and the adjacent
transit streets and arterials are recommended.
