DISTINGUISHING CHARACTERISTICS: This is a multi-position classification administering a library division as distinguished from an assistant library director position. EXAMPLES OF DUTIES: Plans, organizes, directs and supervises the operations of a major library division, which may include any combination of the following library functions: reference, children's, branch libraries, media and technical services; information, circulation and reception services; acquisitions, automation and business services; and facilities and equipment maintenance; responsible for the collection and preservation of library materials, developing and evaluating reference services, public access on-line catalog and circulation systems, developing and supervising children and branch library services and developing and maintaining a comprehensive automated library information system; assists in planning, designing, developing and implementing library facilities expansion projects; assists in developing long and short range plans for achieving departmental goals and objectives; interprets and carries out library policy; evaluates community needs and library programs and program changes in response to community needs; develops the division's budget and oversees expenditures; establishes administrative controls and procedures for area of responsibility; performs complex studies of library practices and services and makes recommendations; administers grants, contracts and leases; plans, assigns and supervises the work of professional and clerical subordinates; reviews and evaluates employees' job performance and can effectively recommend personnel action; serves on committees and performs public relation work with citizen support groups and coordinates activities with the various groups. Performs other related duties. KNOWLEDGE, SKILLS, ABILITIES & PERSONAL ATTRIBUTES: Knowledge of modern principles and practices of professional library science; knowledge of library public, technical, computer and business services; knowledge of supervisory principles and practices; knowledge of community relations techniques; ability to plan, organize, supervise and control work of a major division of the library; ability to select, evaluate, motivate, train and discipline subordinates; ability to communicate both orally and in writing; ability to establish and maintain effective working relations with staff and the public. MINIMUM QUALIFICATIONS: Sufficient training and/or experience to clearly demonstrate the knowledge, skills, abilities and personal attributes required for this class, as may be demonstrated by a master of library science degree from an accredited college or university and four years of increasingly responsible professional library experience with at least two years in a supervisory or administrative capacity. 5599j/2028X 6262 Res.
