A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO ADOPT AND AMEND THE CITY
CLASSIFICATION PLAN
The City Council of the City of Huntington Beach does resolve as follows:
The City Classification Plan is hereby amended to include the job description
attached hereto as Exhibit "A" for the following classification:
New Classifications
Project Manager
Assistant Project Manager
Development Specialist
Housing Rehabilitation Manager
Housing Rehabilitation Finance Specialist
Delete Classifications
Redevelopment Specialist Principal
Redevelopment Specialist
Economic Development Specialist
Redevelopment Analyst

PASSED AND ADOPTED by the City Council of the City of Huntington Beach at
a regular meeting thereof held on the 20th day of May , 1991.

CLASS SPECIFICATION
TITLE: PROJECT MANAGER
DATE: APRIL, 1991
DUTIES SUMMARY: Under general direction, coordinates, supervises and implements major
assigned projects within the areas of redevelopment, housing and economic development for
the City of Huntington Beach.
EXAMPLES OF DUTIES: Responsible for establishing objectives, priorities and schedules to
achieve maximum efficiency in completing assigned projects; establishes and maintains
communication with groups, organizations and individuals within an assigned project area to
secure maximum citizen participation into the planning and execution of development
activities; coordinates efforts of applicable city departments involved in the planning and
implementation of a development project; coordinates, monitors and evaluates all project
activities for one or more project areas; prepares agendas, memorandas and reports for the
City Council/Agency; makes presentations to City Council/Agency; revises budget and
staffing requirements for all activities within assigned project; supervises assigned
professional and technical staff; monitors, evaluates and recommends revisions as required;
responsible for complex negotiations between developer and the Redevelopment Agency
leading to an OPA/DDA; prepares appropriate documents; may act for the Deputy City
Administrator/Director of Economic Development upon request. Performs other related
duties as required.
KNOWLEDGE SKILLS ABILITIES & PERSONAL ATTRIBUTES: Knowledge of the
principles, procedures and processes involved in implementing redevelopment, housing and/or
economic development projects; knowledge of principles and practices of government land
use planning; knowledge of the principles and practices of organization, municipal
administration, budget and principles of redevelopment tax increment financing; knowledge
of various financing programs available for multi and single—family housing programs and
economic development programs; ability to design and implement approved redevelopment,
housing and economic development projects; ability to supervise, train and evaluate assigned
staff; communicate clearly, concisely and persuasively both orally and in writing; ability to
establish and maintain effective working relationships with a wide variety of people within
the city system, with outside agencies and with the public; prepare reports and
correspondence.
MINIMUM QUALIFICATIONS: Any combination of education, experience and training
including a bachelor's degree in public administration, planning, business administration or a
related field and four (4) years of progressively responsible experience in the field or a
strongly related field. An advanced degree in a related field is preferred. Additional
experience offering specific and substantial preparation for the duties of the position may be
substituted for the required education on a year to year basis. Must possess a valid
California driver's license.

CLASS SPECIFICATION
TITLE: ASSISTANT PROJECT MANAGER
DATE: APRIL, 1991
DUTIES SUMMARY: Under general direction, assists in the implementation of assigned
projects within the areas of redevelopment, housing and economic development for the City
of Huntington Beach.
EXAMPLES OF DUTIES: Responsible for assisting in the coordination of redevelopment,
housing and economic development programs; meeting with developers to explain
development potential and limitations; assists in negotiating and implementing Owner
Participation Agreements and Disposition and Development Agreements; makes public
presentations to community groups; assists in preparation and administration of contracts
with consultants; conducts/coordinates special studies and analyses; coordinates project
specific budgets; develops and assists in the preparation and evaluation of Request for
Proposals/Qualifications; performs basic analyses of pro formas and development proposals;
prepares agenda, memorandas and reports for meetings of City/Redevelopment Agency.
Performs other related duties as required.
KNOWLEDGE SKILLS ABILITIES & PERSONAL ATTRIBUTES: Knowledge of the
principles, procedures and processes involved in implementing redevelopment, housing and/or
economic development projects; knowledge of the principles and practices of California
Community Redevelopment Law; knowledge of the theory, principles and practices of
government land use planning; knowledge of the principles and practices of redevelopment
tax increment financing; ability to assist in the implementation of approved redevelopment,
housing, economic development projects; communicate clearly, concisely and persuasively
both orally and in writing; analyze situations accurately and adopt effective courses of
action; ability to establish and maintain effective working relationships with a wide variety
of people within the city system, with outside agencies and with :the public; prepare reports
and correspondence.
MINIMUM QUALIFICATIONS: Any combination of education, experience and training
including a bachelor's degree in public administration, planning, business administration or a
related field and a minimum of three (3) years of progressively responsible experience in the
field or a strongly related field. Additional experience offering specific and substantial
preparation for the duties of the position may be substituted for the required education on a

TITLE: DEVELOPMENT SPECIALIST

DUTIES SUM MAR Under direction, assists in the research, planning and implementation
of assigned projects within the areas of redevelopment, housing and economic development
for the City of Huntington Beach.
EXAMPLES OF DUTIES: Acts as technical staff on assigned redevelopment, housing and
economic development projects; assists in the implementation of programs for construction
and rehabilitation of housing utilizing federal, state and local funds; assists in the
implementation of redevelopment projects; assists in the implementation of economic
development programs; assists senior staff with the development and monitoring of program
budgets; performs basic analyses of pro formas and development proposals; coordinates the
activities of consultants working in a variety of areas; works with the local business
community in the retention, expansion and creation of new small businesses; monitors grant
programs to assure compliance with federal, state and local regulations; researches
available information on various federal, state and local programs. Performs related duties
as required.
KNOWLEDGE SKILLS ABILITIES & PERSONAL ATTRIBUTES: Knowledge of the
principles, procedures and processes involved in implementing redevelopment, housing and/or
economic development projects; knowledge of federal, state and local regulations pertaining
to redevelopment, housing and/or economic development programs; basic working knowledge
of public finance and budgets required for housing, redevelopment and/or economic
development programs; ability to establish and maintain effective working relationships
with a wide variety of people within the city system, with outside agencies and with the
public; read and accurately interpret complex regulations, policies and procedures;
communicate effectively both orally and in writing; prepare reports and correspondence.

TITLE: HOUSING REHABILITATION MANAGER
DATE: APRIL, 1991
DUTIES SUMMARY: Under general direction, coordinates and implements the housing
rehabilitation program for the City of Huntington Beach.
EXAMPLES OF DUTIES: Under general direction, coordinates and implements the housing
rehabilitation program; develops and implements programs for increasing and improving
housing for lower income households using Community Development Block Grant (CDBG)
funds and other federal, state and local funds; coordinates projects between city staff,
contractors and property owners; makes presentations before various public groups; acts as
in—house contract administrator; responsible for overseeing the management of Community
Development Block Grant Program and other programs including direct supervision of
technical and professional employees implementing funded projects; develops and
implements projects to upgrade low and moderate income area within the city utilizing
available funding; prepares and revises budget and staffing requirements for all activities;
monitors grant programs to assure compliance with federal, state and local regulations, acts
as the city's liaison with outside officials; researches available information on federal, state
and local programs. Performs related duties as required.
KNOWLEDGE SKILLS, ABILITIES & PERSONAL ATTRIBUTES: Knowledge of federal,
state and local regulations pertaining to the Community Development Block Grant Program
and other federal, state and local programs; applicable building and zoning codes; housing
rehabilitation financing programs including FHA, conventional and other mortgage loans and
escrows; contractual agreements required in real estate financing and construction
improvement contracts; ability to establish and maintain effective working relationships
with a wide variety of people within the city system, with outside agencies and with the
public; read and accurately interpret complex regulations, policies and procedures;
communicate effectively both orally and in writing; prepare reports and correspondence;
effectively supervise and direct the work of assigned employees.
MINIMUM QUALIFICATIONS: Any combination of experience, training and education that
demonstrates potential ability to perform the duties of the position, two (2) years college
degree (Associate of Arts) and three (3) years of progressively responsible experience in
Community Development Block Grant Programs, other federal, state and local housing
rehabilitation, local government planning, building inspection or closely related field.
Additional experience offering specific and substantial preparation for the duties of the
position may be substituted for the required education on a year to year basis. Must possess
a valid California driver's license.

CLASS SPECIFICATION
TITLE: HOUSING REHABILITATION FINANCE SPECIALIST
DATE: APRIL, 1991
DUTIES SUMMARY: Under direction, coordinates and implements activities related to
financing of loans and projects under the housing rehabilitation program for the City of
Huntington Beach.
EXAMPLES OF DUTIES: Under supervision, interviews property owners to compile
necessary information for securing real estate and housing rehabilitation loans; initiates
appropriate credit checks and reference procedures; assembles and processes rehabilitation
assistance loans and private financing; advises property owners on debt consolidation,
refinancing and other matters relating to finances; monitors rehabilitation lien cases to
expedite the financing process or to provide assistance if problems occur; prepares,loan
documents; prepares Community Development Block Grant reports, other reports and
correspondence; researches available information on rehabilitation programs; coordinates
programs with federal government representatives; and performs related duties as required.
KNOWLEDGE SKILLS ABILITIES do PERSONAL ATTRIBUTES: Knowledge of federal,
state and local regulations pertaining to housing rehabilitation; housing rehabilitation
financing programs including FHA, conventional and other mortgage loans and escrows;
contractual agreements required in real estate financing and construction improvement
contracts; and escrow procedures and documentation; ability to compile, analyze and
evaluate data, prepare and process loan applications; communicate effectively both orally
and in writing; establish and maintain effective working relationships with a wide variety of
people within the city system, with outside agencies and with the public; prepare reports
and correspondence.
MINIMUM QUALIFICATIONS: Any combination of experience, training and education that
demonstrates potential ability to perform the duties of the position. Two (2) years
experience in municipal government or a financial institution as a finance specialist or
closely related field. Must possess a valid California driver's license.
