A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH TO ADOPT AND AMEND THE CITY
CLASSIFICATION PLAN
The City Council of the City of Huntington Beach does resolve as follows:
The City Classification Plan is hereby amended to include the job
description attached hereto as Exhibit "A" for the following classification:
New Classifications
Customer Services Supervisor
Customer Services Representative Senior
Customer Services Representative
Customer Services Representative/Cashier
Delete Classification
Deputy City Treasurer

CLASS SPECIFICATION
TITLE: DEPUTY CITY TREASURER
DATE: OCTOBER, 1991
DUTIES SUMMARY: Responsible for review and control of all funds processed by
the Treasurer' s office and to act in the City Treasurer's stead primarily by
processing of documents required for the expeditious collection, deposit and
investment of city funds and internal control of signature stamps, keys,
combinations, and alarm control as assigned by Treasurer.
DISTINGUISHING CHARACTERISTICS: This is a class whose primary responsibility is
to attend to the day-to-day duties associated with the collection and transfer
of monies from peripheral facilities through the Treasurer's office to financial
institutions, the transfer of monies between institutions and to act according
to previously established guidelines established by the City Treasurer.
EXAMPLES OF DUTIES: Oversees and verifies collection and deposit of all city
funds. Is responsible for maintaining dual controls of all funds flowing
through the Treasurer's office to the designated depositories. Provides
information to the public and others in the City and outside agencies both over
the counter and by telephone regarding functions under the Treasurer's preview.
Follows up with City departments regarding instructions and orders approved by
the City Council and/or city Treasurer in the form of letters, resolutions,
ordinances, agreements, contracts, etc. , especially regarding the handling of
cash and accounts for various City functions. Responsible for maintaining
permanent files and records of all City generated trust deposits. Both cash and
bonds and the prompt release of same upon proper authorization. Has co--access,
along with Treasurer, to assign City Treasury safe keys and combinations.
Controls and issues, to responsible authorized employees, blank prenumbered
receipt forms as authorized by the Treasurer. Performs other related duties as
assigned.
KNOWLEDGE, SKILLS, ABILITIES & PERSONAL ATTRIBUTES: The organization and
functions of city government, State and local statues, pertaining to investment
and management of public funds. The appropriate principles and practices
(accounting) required to properly and effectively collect, deposit, invest and
manage large sums of public funds. Effectively deal with a wide range of
persons within and without the City. Independently deal with large sums of
money in a trustworthy manner. Pass and maintain the intense scrutinization
required to become bonded. Process monies in an effective and accurate manner.
Maintain a complex system of records required to monitor the flow of monies
passing through the office.
MINIMUM QUALIFICATIONS: Two years of experience managing large sums of monies
for investment purposes, maintaining records of deposits and investments, and
monitoring internal controls of funds; or any equivalent combination of training
and experience that provides for the above knowledge and abilities.

CLASS SPECIFICATION
TITLE: CUSTOMER SERVICES SUPERVISOR
DATE: OCTOBER, 1991
DUTIES SUMMARY: The Customer Services Supervisor is responsible for review and
control of all funds processed by the Treasurers office, performance of the
complex duties of the office, and supervising multiple sections of Customer
Services Representatives. The position is responsible for all facets of program
responsibility.
DISTINGUISHING CHARACTERISTICS: This is the supervisory level of the Customer
Service series. In addition to the duties of the classification, this position
is responsible for overseeing and verify collection and deposit of all city
funds.
EXAMPLES OF DUTIES: Supervises employees responsible for the receipt and
recording of monies, checks, warrants, and other revenues due to the City.
Receives and processes walk-in requests to turn-on and turn-off services for
water, refuse and sanitation. Answers inquires regarding bills, incorrect
billings, service levels and other complaints. Accesses, audits and inputs
account information via video terminal (CRT) . Performs simple math calculations
to verify service charges against water units consumed. Determines and
verifies, with the help of video terminal , status of payments. Determines and
quotes deposit amounts. Processes "connect" and "disconnect" service orders for
field personnel . Issues business licenses; reviews license applications for
appropriate information. Interviews business license applicants to obtain
detailed information regarding business. Determines the tax rate, i .e. , flat
tax us. tax on gross , based on information from the applicant. Completes and
mails appropriate forms for a wide variety of account transactions . Researches
historical account files for data needed on current accounts. Performs filing
functions as needed. Additional areas of responsibility include the accounts
receivable system, the vault operations, license field inspections , and
maintaining a complex system of records required to monitor the flog of monies
throughout the office. May train new employees. Performs additional duties as
assigned.
KNOWLEDGE SKILLS ABILITIES & PERSONAL ATTRIBUTE Knowledge of basic record
keeping procedures, arithmetic and filing systems. Skills in data analysis;
clear and effective oral communication and tact to deal with customers;
operating video terminal and 10-key calculator and cash register. Knowledge of
supervising principles. Ability to communicate effectively with customers both
in person and over the telephone; understand pertinent procedures and functions
quickly and apply them without immediate supervision; operate a calculator
quickly and accurately; check records, detect errors and analyze data; operate a
computer terminal ; speak and write clearly and concisely; establish and maintain
effective relationships with those contacted in the course of work.
MINIMUM QUALIFICATIONS: Three years of customer service experience, including
the collection of funds, the maintenance of records of deposits, and the
monitoring of internal controls of funds .

TITLE: CUSTOMER SERVICES REPRESENTATIVE

DUTIES SUMMARY: Under general supervision, performs tasks associated with the
billing and collection of fees for City services.
DISTINGUISHING CHARACTERISTI This is the journey level class in the customer
service series performing the more routine tasks and duties, according to
established procedures.
EXAMPLES OF DUTIES: Receives and records monies, checks, warrants, and other
revenues due to the City. Receives and processes walk-in requests to turn-on
and turn-off services for water, refuse and sanitation. Answers inquiries
regarding bills, incorrect billings, service levels and other complaints.
Accesses, audits, adjusts and inputs account information via video terminal
(CRT) . Performs simple math calculations to verify service charges against
water units consumed. Determines and verifies, with the help of video terminal ,
status of payments. Determines and quotes deposit amounts. Processes "connect"
and "disconnect" service orders for field personnel . Issues business licenses;
reviews license applications for appropriate information. Interviews business
license applicants to obtain detailed information regarding business.

from the applicant. Completes and mails appropriate forms for a wide variety of
account transactions. Researches historical account files for data needed on

keeping procedures, simple arithmetic and operation of ten-key calculator.
Ability to establish and maintain effective working relationship with employees
and the general public. Ability to operate a video terminal and cash register.
MINIMUM ALIFICATIONS: Completion of high school or the equivalent and one
year of customer service experience involving a variety of financial
transactions and record keeping.
RECLASSIFICATION REQUIREMENT: Employees in the classification of Cashier may be
reclassified to Customer Services Representative upon completion of twelve
months training in the cashiering function with departmental approval .

CLASS SPECIFICATION
TITLE: CUSTOMER SERVICES REPRESENTATIVE SENIOR
DATE: OCTOBER, 1991
DUTIES SUMMARY: Performs the complex duties of the customer service functions
within the Treasurer' s Office and independently resolves problems, assists in
training of new staff, and acting as an assistant to the unit supervisor and
acting in the absence of the unit supervisor. The Senior Customer Services
Representative is responsible for all facets of assigned program responsibility.
DISTINGUISHING CHARACTERISTICS: This is the senior journey level class in the
customer service series . this class performs the more complex tasks and duties
involving the credit, collection and billing functions, with major public
contract on a direct face to face basis. Incumbents have previous customer
service experience in a utility environment and work under minimal supervision,
and are fully aware of the operating policies and procedures of the department.
EXAMPLES OF DUTIES: Receives and records monies, checks, warrants, and other
revenues due to the City. Receives and processes walk-in requests to turn-on
and turn-off services for water, refuse and sanitation. Answers inquiries
regarding bills, incorrect billings, against water units consumed. Determines
and verifies, with the help of video terminal , status of payments. Determines
and quotes deposit amounts. Processes "connect" and "disconnect" service orders
for field personnel . Issues business licenses; reviews license applications for
appropriate information. Interviews business license applicants to obtain

TITLE: CUSTOMER SERVICES REPRESENTATIVEXASHIER

DUTIES SUMMARY: Under general supervision, performs entry level tasks
associated with the billing and collection of fees for City service.
DISTINGUISHING CHARACTERISTICS: This is the entry level class in the customer
service series. Working under close supervision, this class performs the more
routine tasks and duties involving the cashiering function. Under this training
concept, experience gained in this class may serve to meet minimum requirements
for promotion to Customer Services Representative or related class.
EXAMPLES OF DUTIES: Receives and records monies, checks, warrants, and other
revenues due to the City. Receives and processes walk-in requests to turn-on
and turn-off services for water, refuse and sanitation. Answers inquiries
regarding bills, incorrect billings, service levels and other complaints.
Accesses, audits, adjusts and inputs account information via video terminal
(CRT). Performs simple math calculations to verify service charges against
water units consumed. Determines and verifies, with the help of video terminal ,
status of payments. Determines and quotes deposit amounts. Processes "connect"

keeping procedures, simple arithmetic calculations and operation of a ten-key
calculator. Ability to establish and maintain effective working relationships
with employees and the general public. Ability to operate a video terminal and
cash register.
MINIMUM QUALIFICATIONS: Completion of high school or the equivalent with
successful completion of a course in basic mathematics.
PREFERRED QUALIFICATIONS: Six months experience in general office work
including cash transactions.
RECLASSIFICATION REQUIREMENT: Upon satisfactory completion of twelve months
training in the cashiering functions, incumbents will be eligible for
reclassifcation to the classification of Customer Services Representative with
departmental approval .
