HomeMy WebLinkAboutCity Council - 6342 RESOLUTION NO. 6342 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN WHEREAS the provisions of Personnel Rule 12-4 have been complied with, according to the official minutes of the Personnel Commission on file with the Commission secretary, and the City Council wishes to adopt the amendments recommended therein, NOW, THEREFORE, the City Council of the City of Huntington Beach does resolve as follows: The City Classification Plan is hereby amended to include the job descriptions, attached hereto as Exhibits "A, " "B, " and "C, " for the following classifications : New Classifications Inspector, Water Services, Senior -- Exhibit "A" Inspector, Water Services - Exhibit "B" Cross Connection Control Specialist - Exhibit "C" All other provisions of the Classified Plan shall remain the same. Mayor ATTESog APPROVE p AS TO; FORM: City Clerk ?r City Attorney --3o REVIEW ' .AND APPROVED: INITI ED AND APP VE City Administratof � Deputy City Administrator CITY OF HUNTINGTON BEAG., CLASS SPECIFICATION TITLE: INSPECTOR WATER SERVICES SENIOR DATE: NOVEMBER, 1991 DUTIES SUMMARY: Under general direction, plan and carry out the water system installation inspection program; work with contractors , builders, other city departments and outside agencies associated with maintaining a safe water supply and distribution system; perform inspections on potable and reclaimed water system installations and repairs. Accept all new additions and repairs that affect -the City' s water systems. EXAMPLES OF DUTIES: Primary responsibility is to inspect all water supply facility construction from compliance with approved plans, applicable codes and construction methods to guarantee the safety of the City' s water system; review and interpret construction plans and specifications and consult with the supervisor on any departure from the approved plans; coordinate any necessary changes; identify unauthorized water use and enforce city policies regarding water use; provide information regarding new water facilities to other departments as necessary to implement proper accounting procedures; perform regular inspections on assigned water system projects to ensure the integrity of the work as prescribed by approved plans , specifications , standards applicable codes, standards or specifications; prepare necessary field records and reports as required; perform inspections on reclaimed water systems, backflow devices and other related water system appurtenances. Perform other related duties as required. KNOWLEDGE. SKILLS, ABILITIES & PERSONAL ATTRIBUTES: Demonstrated knowledge of construction methods, inspection criteria and testing techniques for potable and reclaimed systems; requires a knowledge of codes , ordinances and related regulations governing water system installations, backflow prevention and water quality requirements in the City of Huntington Beach. Requires the ability to deal with the public, contractors, and other agencies; ability to interpret blueprints, plans and specifications. MINIMUMQUALIFICATIONS: Three years experience with water systems construction methods , at least one with the City of Huntington Beach water system. Minimum 18 months experiencewith inspection of water systems. Graduation from -high - school or the equivalent. LICENSES/CERTIFICATES REQUIRED: Valid California Driver' s License. State of California certificate as a Water Treatment Operator, Grade II . AWWA approved Certificate California—Nevada Grade II Water Distribution Operator. Certificate from the Orange County Health Department as a Backflow Prevention Tester. AWWA approved certificate of Competency as a Backflow Prevention Assembly General Tester. All certifications must be current. RECLASSIFICATION REQUIREMENT: Employees classified as Inspector Water Services may be reclassified to Inspector Water Services Senior upon attainment of the -, above certification and three years of water systems construction experience, including one year of experience with the City of Huntington Beach water system. 4 WPPERSP:219 EXHIBIT A 6342 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: INSPECTOR WATER SERVICES DATE: NOVEMBER, 1991 DUTIES SUMMARY: Under general -.,direction, plan and carry out the water system installation inspection program; work' with contractors , builders, other City departments and outside agencies associated with maintaining a safe potable water supply and distribution system; performs inspections on all water system installations projects to ensure compliance with associated standards and codes; may perform inspections on reclaimed water system installations . MINIMUMQUALIFICATIONS: Eighteen months experience related to water systems construction methods. Graduation from high school or the equivalent. LICENSESfCERTIFICATES REQUIRED: Valid California Driver' s License. State of California certificate as a Water Treatment Operator, Grade II. Certificate from the Orange County 'Eiealth Department as a Backflow Prevention Device Tester. All certifications must be current. RECLASSIFICATION REQUIREMENTS: Employee classified as Inspector Water Services may be reclassified to the senior level upon attainment of the Senior required certificates and with three years of water system construction inspection experience which one of the years must be performed with the City of Huntington Beach. EXHI13IT B 6342 CITY OF HUNTINGTON BEACH - • CLASS SPECIFICATION TITLE: CROSS CONNECTION CONTROL SPECIALIST .,- DATE: NOVEMBER, 1991 t DUTIES SUMMARY: Under general direction, plan, administer and implement the City' s Cross Connection Control inspection program, ensuring compliance with Title 17 of the California Administrative Code related to the program; work with other City departments and outside agencies associated with maintaining a safe potable water supply and distribution system; perform periodic inspections on assigned potable and reclaimed water systems to ensure compliance with associated standards and codes. Maintain all records applicable to the program. EXAMPLES OF DUTIES: Primary responsibility is to administer the City' s Cross Connection Control program to safeguard water quality. Investigates usage of the public water supply system and advises the consumer on installation, testing, and proper maintenance of approved backflow assemblies; may review and interpret construction plans and specifications; identify unauthorized water use and enforce City policies regarding water use; inspect new water system installations for compliance with City codes and standards; may inspect reclaimed -water system installations and applications ; perform periodic inspections on assigned reclaimed water system projects; advise contractors , builders, plumbers, and owners of private wells as to the interpretation of requirements for the proper use and installation of backflow prevention assemblies; notify the Public Works Department as to the release of new or modified standards and specifications of the Water Division codes; maintain files of results of periodic tests required on backflow devices ; prepare necessary records and reports ; perform periodic on-site inspections of user premises for compliance with backflow requirements and reclaimed water use. Keep updated file for certified backflow assembly testers to assist the public J in maintaining their devices . Perform other related duties . KNOWLEDGE, SKILLS. ABILIT_I_ES _& PERSONAL ATTRIBUTES: Requires a comprehensive knowledge of Title 17 (California Administrative Code) related to cross connection control program requirements; knowledge of Uniform Building and plumbing codes , ordinances and related regulated regulations governing water system installations , backflow prevention, cross connection inspection and testing techniques. Knowledge of industrial , hospital and special consumer water uses and equipment as related to potential for water quality problems. Familiar witei applicable water quality regulations for both potable and reclaimed water; working knowledge of construction methods , standards and inspection criteria. Ability to establish and maintain record keeping systems. Requires an understanding of the questions and problems regarding installation of potable and reclaimed water systems and backflow prevention devices; requires the ability to interpret blueprints, plans and specifications; knowledge of equipment, materials , methods and practices employed in water system and fire sprinkler system construction and maintenance. MINIMUM UALIFICATIONS: Three years experience related to water systems construction methods and water quality controls . Graduation from high school or the equivalent. s LICENSES/CERTIFICATES REOUIRED: Valid California Driver' s license. State of California Certificate Water Treatment Operator, Grade II. Certificate from the Orange County Health Department as a Backflow Prevention Device Tester. AWWA approved Certificate of Competency as a Backflow Prevention Assembly General Tester. AWWA approved Certificate of Competency as a Grade II Cross--Connection Control Program Specialist to be obtained during probationary period. All certifications must be current.
