HomeMy WebLinkAboutCity Council - 6347 RESOLUTION NO. 6347 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN WHEREAS the City Council wishes to amend the City Classification Plan, and The provisions of Personnel Rule 12-4 have been complied with, according to the official minutes of the Personnel Commission on file with the Commission secretary, and the City Council wishes to adopt the amendments recommended by the Personnel Commission therein, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows : The City Classification Plan is hereby amended by adding, deleting and reallocating the classifications and positions reflected herein below: New Clagsification Public Safety Information Systems Manager (MEO) Exhibit "A" Deleted Classification Communications Administrator (MEA) Exhibit "B" Realla ati n of Positions Reallocate position from Communications Administrator (MEA) to Public Safety Informations Systems Manager (MEO) . All other provisions of the Classified Plan shall remain the same. CITY OF HUNTINGTON BEACI CLASS SPECIFICATION TITLE: PUBLIC SAFETY INFORMATION SYSTEMS MANAGER DATE: JANUARY iggl DUTIES SUMMARY: Under direction plans, organizes , coordinates , and supervises the public safety computer information systems and radio networks, the communication systems and electronic equipment maintenance and repair operations, and the alarm enforcement program. DISTINGUISHING CHARACTERISTICS: This management class is distinguished from that of Information Systems Manager in that it has major responsibility for the public safety information network which provides data and communication services for the Police Department, the Fire Department and cities who participate in public safety mutual aid programs who have contracted with the City of Huntington Beach for computer—aided communication services. While this single—position class has . service obligations to both Police and Fire -Dehartments , it reports directly-to the Police Department as a section supervisor in the Services Division. In addition to the computer information systems responsibilities, this position is. responsible for managing the design, construction, maintenance, repair and operation of the communications systems and electronic equipment in accordance with FCC regulations . EXAMPLES OF DUTIES: Plans, organizes , supervises, and schedules the work of technical staff in the development, maintenance, and operation and repair of the main -Frame, mini and microcomputers and related peripheral equipment integrated into the public safety information system. Evaluates existing systems and plans and develops improvements to meet future needs. Manages and directs' .the design, construction, maintenance, repair and operation of public safety communication systems and electronic equipment, including mobile radio, console transmitters and receivers, antennas, public address, mobile data terminals , microwave, radar, alarm systems, access controls, uninterruptible power systems , and test equipment. Directs and supervises the alarm enforcement program; oversees the administration of City ordinance governing alarm program fines and billing procedures. Establishes and sets priorities for systems projects in accordance with City and public safety departments ' goals and objectives. Analyzes new technologies and applications of new data systems for public safety information systems . Prepares and administers annual budget for the Public Safety Systems Group. Writes and administers operational and administrative procedures, writes plans, specifications, and Requests—for—Proposals for Systems Group hardware and software projects. Coordinates all communications applications which involve county, state, or federal agencies ' emergency interagency radio procedures . Monitors the City's communication systems to ensure that FCC regulations are followed. Acts as liaison with local telephone company to solve service problems relating to public safety information network. Acts as technical' representative on various city and county committees on issues of public safety information systems , radio networks , building security and access control . Assists in planning, purchasing, installing and repairing electronic equipment. Plans , assigns and supervises the work of technical subordinates, trains, reviews and evaluates employees ' job performance and can effectively recommend personnel action. Performs other related duties. 6347 KNOWLEDGE SKILLS, ABIL DES & PERSONAL ATTRIBUTES: K, ledge of networks and complex interfaces of main frame, mini and microcomputers integrated into management information systems; hardware and software applications and associated languages ; principles of electrical and electronic communication systems, radio and data systems ; FCC regulations applicable to city communication systems ; electronic security systems , closed circuit television systems .and access controls ; computerized public safety radio and dispatch systems ; integrated computer and communication systems ; general principles of. governmental budgeting and principles of management and supervision. Ability to write and present clear and concise reports; establish and maintain effective working relationships with professional engineers, public safety "clients" , vendors, superiors , peers and subordinates; supervise, train, .evaluate, and effectively recommend personnel action for subordinates; manage major computer systems , engineering and telecommunications projects ; analyze and evaluate existing systems , develop long and short range plans for improvements and direct their development; and oversee the maintenance of data bases an.d files. MINIMUM QUALIFICATIONS: Sufficient training and/or experience to clearly demonstrate the possession of knowledge, skills and abilities required for .this - class as may be demonstrated by graduation from an accredited college or university with a bachelor' s degree in computer science, electrical engineering, telecommunications, business administration or equivalent and four years of increasingly responsible experience in developing, installing and performing computer programs and applications and operating a midsize or larger mainframe or mini computer system with realtime operating system and associated systems software tools , including two years supervisory and project management experience. Must possess a First Class FCC Certificate in Telecommunications and a valid California driver' s license. EDUCATION/EXPERIENCE : Requires Rraduation from any accredited college of university, with a BS degree in electrical engineering and minor emphasis in computer software and programming , in addition requires at least 3 years experience in computer related applications .
