A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH SUPPORTING DESIGNATION OF THE
COUNTY HEALTH CARE AGENCY AS THE ORANGE COUNTY
LOCAL ENFORCEMENT AGENCY AS REQUIRED BY THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT ACT OF 1989
WHEREAS, Section 43203 of the Public Resources Code
authorizes a local governing body to designate a local
enforcement agency (LEA) to carry out the provisions of the
California Integrated Waste Management Act of 1989; and
The Integrated Waste Management Act requires each LEA to be
redesigned by August 1, 1992; and
On August 7, 1990, the County Board of Supervisors, with
concurrence from the majority of the cities with the majority of
the incorporated population, designated the County Health Care
Agency as the LEA for Orange County; and
In order to qualify for redesignation, the majority of the
cities with the majority of the incorporated population must
continue to approve the enforcement agency designation; and
The Orange County Division, League of California Cities, is
satisfied that an arrangement has been agreed upon to preserve
the opportunity for city input through the Waste Management
Commission while allowing the designation of the Health Care
Agency as the Orange County local enforcement agency,
NOW, THEREFORE, BE 1T RESOLVED that the City Council of the
City of Huntington Beach approves the designation of the County

Health Care Agency as the Local Enforcement Agency for the City
of Huntington Beach and the County of Orange.
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 3rd
day of February 1992 .

Cleric of the City of Huntington Beach, and ex-officio Clerk of the

that the foregoing resolution was passed and adopted by the affirmative
vote of at least a majority of all the members of said City Council
at a regular meeting thereof held on the 3rd day
