HomeMy WebLinkAboutCity Council - 6360 RESOLUTION NO. 6360 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, ADOPTING THE CITY' S INTEGRATED WASTE MANAGEMENT PLAN CONSISTING OF A SOURCE REDUCTION AND RECYCLING ELEMENT AND HOUSEHOLD HAZARDOUS WASTE ELEMENT AND APPROVING MITIGATED NEGATIVE DECLARATION NOS. 91-28 AND 91-29 WHEREAS, the California Integrated Waste Management Act of 1989 requires the City to prepare and adopt an Integrated Waste Management Plan consisting of ; (1) a Source Reduction and Recycling Element (SRRE) which proposes programs to reduce or recycle 25 percent of the City' s waste stream by January 1, 1995, and 50 percent (or as much as feasible) by the year 2000, and (2) a Household Hazardous Waste Element (HHWE) which proposes programs to safely collect, recycle, treat and dispose of household hazardous wastes generated by households within the City' s jurisdiction; and Pursuant to Public Resources Code Sections 40000 et seq. , the City of Huntington Beach held a duly noticed public hearing on April 6, 1992, for the purpose of adopting the City' s SRRE and HHWE, and the City Council has considered the comments of all Council members, the public and other reviewing agencies; and An Initial Study was prepared, pursuant to the California Environmental Quality Act guidelines, which concluded that all reasonably foreseeable environmental impacts were mitigated by measures contained in the SRRE and HHWE; NOW THEREFORE, the City Council of the City of Huntington Beach hereby resolves as follows: 1 SECTION 1: The City Council hereby approves the Integrated Waste Management Plan consisting of a Source Reduction and Recycling Element as amended and Household Hazardous Waste Element on file in the City Clerk' s Office. SECTION 2: The City Council has considered and hereby approves Negative Declarations 91-1 and 91-2, prepared for the SRRE and HHWE, pursuant to the California Environmental Quality Act, and that said Negative Declarations conclude that the projects do not have potential for adverse effects on the wilderness, either individually or cumulatively, and hereby constitute a de minimis impact finding on the environment .
