HomeMy WebLinkAboutCity Council - 6363 RESOLUTION NO. 6363 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO ADOPT AND AMEND THE CITY CLASSIFICATION PLAN WHEREAS, the City Council wishes to amend the City Classification Plan, and The provisions of Personnel Rule 12-4 have been complied with, according to the official minutes of the Personnel Commission on file with the Commission secretary, and the City Council wishes to adopt the amendments recommended by the Personnel Commission herein, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows; The City Classification Plan is hereby amended to include the job descriptions, attached hereto as Exhibits "A" through "D" inclusive, for the following classifications: New Classifications Social Worker - Exhibit "A" Social Worker Assistant - Exhibit "B" Volunteer Services Coordinator - Exhibit "C" Community Services Driver - Exhibit "D" All other provisions of the Classification Plan shall remain the same. - 1 - PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 20th day of April 1992. x�arnra•. - Mayor ATTEST: APPROVED AS TO FORM: 4-,� 4��5z� City Clerk City Att ney REVIEWED AND APPROVED: IN E P VED: City Administrator Deput dminis ator - 2 - 6363 ---------- CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: SOCIAL WORKER DATE: MARCH, 1992 DUTIES SUMMARY: Under general supervision, to provide essential social services and case management to clients, which include the city' s frail and elderly, disabled children, and other City administered social service program applicants and program participants and to do other work as required. DISTINGUISHING CHARACTERISTICS: Positions in this class are responsible for providing essential social services to clients within established procedural guidelines , and/or families in a variety of programs and problem areas. Assessments of clients' social service needs typically require insight into problems related to social dysfunctioning and an evaluation of data from readily available sources. Incumbents provide support to strengthen self—sufficiency in individual and family functioning in well—defined program and problem areas and serve as catalysts and advisors in assisting clients to develop case plans which work toward mutually agreed upon goals. EXAMPLES OF DUTIES: Assesses essential social service needs of applicants and recipients by gathering data from interviews, home calls, outside agencies, records and other related sources and determines specific social service needs ; accepts cases based on available departmental and community resources. Rejects inappropriate social service referrals or refers to other staff or agencies when case problem is not within the position' s functional assignment area. Formulates case plans with participation of clients to resolve identified areas of individual and/or family social dysfunctioning; suggests alternative plans of action; assists clients to analyze their strengths in planning problem resolution; selects service plan with mutual agreement of clients. Provides social services in program and problem areas to support and strengthen self—sufficiency in individual and family functioning in areas such as mental health, nutrition, health maintenance, employment and training, home management, money management and consumer education, child rearing, parenting; assists clients in working toward planned goals ; monitors and evaluates progress of case plan implementation; assists clients in redefining and altering case plans; makes decision to terminate services when appropriate. Arranges payment of in—home care in order to maintain aged, blind or disabled persons in their own home. Provides adult out—of—home care placement services ; provides adult protection services in order to prevent neglect, abuse or exploitation. Assists participants in identifying and overcoming external and self imposed barriers to participating in a plan for achieving established goals. Provides information to individuals and public and private agencies on city program, policies , rules and regulations. Makes available city and community resources to meet social service needs of clients . Prepares case records and related city and program reports. KNOWLEDGE KILLS ABILITIES & PERSONAL ATTRIBUTES: Basic social service needs of the elderly and disabled and their families. Principles and techniques of interviewing to obtain information for determining the status and cause of individual and family problems. Public and private social service agencies and other community resources available to meet clients ' social service needs. Basic dynamics of human behavior and psychology, with emphasis on . the aged and the disabled including problem solving and motivational techniques to assist clients in analyzing their problems and in working toward mutually agreed upon goals. Factors which support and strengthen clients ' self—sufficiency in the areas of mental health, nutrition, health maintenance, employment and training, home management, EXHIBIT "A" 6363 money management and consumer education, child rearing, parenting. Problems of the aged, blind and disabled populations including Alzheimers, strokes and debilitating disease. Ability to identify social service needs and the resources available to meet these needs in specific program and problem areas . Evaluate readily available case data to determine the cause(s) of individual or family social dysfunctioning. Establish and maintain effective working relationships with clients, public and private agencies and departmental staff. Interview effectively to obtain facts and to recognize what case-related information is relevant and significant. Assist clients to recognize the basic causes of their social dysfunctioning and provide support and strength in their efforts toward self-sufficiency. Explain departmental social services programs and policies, rules and regulations to individuals and public and private agencies. Develop, use and coordinate city and community resources to meet clients ' needs. Prepare clear and concise reports and records. MINIMUM QUALIFICATIONS: Sufficient training and/or experience as may be demonstrated by a bachelor' s degree in social work, human services, gerontology and other behavioral sciences and two years of responsible social work casework experience in a public or private social services agency. Valid California Class C driver' s license. WPPERSP:259 EXHIBIT "A" - Page 2 6363 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: SOCIAL WORKER ASSISTANT DATE: MARCH, 1992 DUTIES UMMARY: Under supervision, to assist social workers in providing routine social services to a preselected caseload of social service applicants and recipients; and to do other work as required. DISTINGUISHING CHARACTERISTICS: Positions in this class assist social workers by being assigned responsibility for the less difficult cases in which clients ' continuing care needs have been identified and stabilized by the social worker. They may provide clients with social services that do not require the expertise of a professional level social. worker. Cases requiring assessment skills and/or potential crisis resolution situations are referred to the social workers. EXAMPLES OF DUTIES:IES: Assists social workers by assuming the routine portions of a stabilized caseload; maintains regular contact with clients, facilitating communication between the client, family and community; assists clients in obtaining essential services and contacts appropriate community resources to meet clients ' material needs. Notes changes in clients ' condition . and/or deficiencies to supervisor and prepares case. reports . Visits applicants and recipients for social services in homes, hospitals and placement facilities; refers case and applicants ' problems which are not within the position' s functional assignment area to other staff or agencies. Answers informational and referral services telephone calls from eligibility workers and the general public. KNOWLEDGE, SKILLS, ABILITIES & PERSONAL ATTRIBUTES:. Some knowledge of: Basic social service needs of individuals and families and basic factors which support individual and family social and physical well-being such as health care, household management and material needs. Principles and techniques of interviewing required to obtain information needed to determine the nature of individual and family problem situations. Problem behavior patterns , appearance and conditions of clients indicative of the need for help. Methods and techniques to support clients in working toward self-sufficiency and mutually agreed upon goals. Public and private social service agencies and other community resources available to meet clients needs in specific program and problem areas. Community social service programs, policies, rules and regulations. Federal , State and local regulations governing the administration of social service programs. Thg ability to: Use departmental and community resources in assisting professional staff to meet clients' basic social , health care, household management and material needs. Establish and maintain effective working relationships with clients, public and private agencies and departmental staff. Recognize symptoms of problem behavior patterns, appearance and conditions of clients indicative of the need for help and identify resources available. Support clients' efforts in working towards the accomplishment of mutually agreed upon goals . Interview applicants and recipients of social services to obtain information needed to determine the nature of individual and family problems. Prepare clear and concise case records . MINIMUM QUALIFICATIONS: Sufficient training and/or experience to clearly demonstrate the knowledge, skills, abilities and personal attributes required for this class as may be demonstrated by one year of experience in working with the frail and elderly, disabled, or persons with problems related to social dysfunction or successful completion of 30 college semester units in Social Welfare, Social /Human Services, Sociology, Gerentology or other behavioral sciences. WPPERSP:257 EXHIBIT "Bn 6363 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: VOLUNTEER SERVICES COORDINATOR DATE: MARCH, 1992 DUTIES SUMMARY: Under general supervision, to recruit, assess, select, assign, train, monitor and evaluate volunteers who provide support to staff involved in providing services in a variety of City programs; to plan, develop, coordinate and assist in evaluating fund raising programs for donations of money, goods, time or services and other programs related to volunteer services; to promote support of and participation in special programs through public speaking, advertising and the media and to perform other duties as required. DISTINGUISHING CHARACTERISTICS: Positions in this class are independently responsible for relatively large volunteer programs having many volunteers and considerable variety and sensitivity in volunteer activities. While position incumbents are not subject matter experts in the field to which they are assigned, background and experience in the field is desirable. EXAMPLES OF DUTIES: Consults with City staff and community representatives to determine client service needs in order to develop new programs for volunteer assignments and to supplement existing programs; develops job descriptions for volunteer assignments and analyzes requirements of and qualifications for volunteer assignments. Under supervisory direction, plans, organizes and implements new programs to use volunteers to supplement paid staff services; assists in evaluating the effectiveness of new programs. Acts as liaison to educational institutions for placement of student interns to meet educational or licensing requirements; coordinates with and facilitates cooperation of other agencies for joint agency projects. Speaks before clubs, churches, schools and other community groups to outline program needs, to coordinate activities, to suggest new projects, to stimulate community interest and support, and to recruit new volunteers. Plans, organizes and administers recruitments for volunteers; recruits volunteers by developing advertisements, promotional brochures, displays, exhibits or other literature and by speaking to various community, business, educational or other organizations to stimulate interest in City programs and to motivate individuals to participate. Screens volunteers; assesses job skills and assigns volunteers based on experience, education, interest and time commitment; notifies volunteers who are not appropriate for initial or continued service in an assignment, and refers volunteers to other agencies where appropriate. Supervises the work of regular volunteer and volunteers used for special projects; provides orientation regarding the City, policies, services, volunteer opportunities and organizations; trains volunteers in requirements of specific programs or to assist in special events. Develops and composes news letters, scripts, special reports, reference letters, advertisements, recruitment brochures and other types of publicity and written communication; creates audio—visual presentations with video equipment, slides and flipcharts; prepares, organizes and maintains volunteer files and statistics. Solicits funds, services or other donations from public and private organizations and individuals to assist clients through special projects; determines methods to solicit funds and coordinates with other agencies, public and private organizations; participates in volunteer recognition awards ceremonies . Collects data regarding volunteer services provided, prepares statistical and regular reports, maintains service and program records, and performs other administrative responsibilities of the volunteer services program. EXHIBIT "C" 6363 KNOWLEDGE SKILLS ABILITIES & PERSONAL ATTRIBUTES: General Knowledge of: The principles of supervision such as planning, organization, assignment of duties, training and evaluation. Advertising methods, principles of public relations and media resources. Personnel practices such as job analysis and recruitment and selection. Communications techniques used to gather, evaluate and transmit information; effective interviewing and public speaking techniques; written communication techniques for report writing and preparing correspondence, policies and procedures. Community, business, academic and social organizations or other resources to recruit volunteers and donations. Human services agencies and other resources in the field of social work, gerontology, public health, mental health, and education, as they relate to public services. Office practices and record keeping. Ability to: Organize and implement volunteer programs. Select, screen, train and place volunteers according to program needs, previous experience, interest, skills, and time availability to provide useful service. Generate enthusiasm for and sustain the interest of others in performing or supporting volunteer work. Research, write and design advertising and promotional material effective at gaining participation in and support of volunteer programs. Communicate orally to individuals and to groups to instruct and advise them, to persuade individuals and groups to support volunteer programs and to motivate volunteers. Establish and maintain cooperative relationships with media representatives, public and private organizations and staff at all organizational levels. Direct, supervise, and assign work to volunteers. Coordinate and schedule a wide variety of different types of volunteer assignments in a multi--service program, Identify problems, define alternatives and make decisions. Evaluate and determine the suitability of individuals for volunteer assignments. MINIMUM QUALIFICATIONS: Sufficient training and/or experience to clearly demonstrate the knowledge, skills, abilities and personal attributes required for this class as may be demonstrated by two years of experience in volunteer work, social work, gerontology work, eligibility work, employment placement or other counseling and interviewing work, with at least one year in a supervisory capacity. College level coursework in gerontology, social work, sociology, psychology, business or public administration is highly desirable. WPPERSP:91 EXHIBIT "C" - Page 2 6363 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: COM14UNITY SERVICES DRIVER DATE: MARCH, 1992 DUTIES SUMMARY: Under general supervision, is responsible for transporting community service program clients to and from special service areas by automobile, bus, or van, and to assist frail or handicapped clients upon arrival , and to perform other related duties. DISTINGUISHING CHARACTERISTICS: Drivers in this class will be assisting clients with special needs, such as the frail , elderly and/or disabled children. In addition to driving skill , drivers must have sufficient strength and dexterity to provide physical assistance to clients and a willingness to work with frail clients. EXAMPLES OF DUTIES: Drives automobile, van, and/or bus to transport community service clients to special service destinations, such as transporting seniors to doctor, dentist, Social Security appointments; to shopping centers and for specialized trips; transporting handicapped children to special recreation programs. Assists clients with special physical needs in boarding the vehicle and arriving at place of destination. Performs routine vehicle maintenance, such as checking vehicle fluids and tire pressure. Coordinates the scheduling of servicing and vehicle repairs. Assists in preparation of daily transportation schedule and route planning. May assist in malting special travel arrangements. Keeps records and makes reports of travel schedules. KNOWLEDGE. SKILLS. & ABILITIES: Knowledge of safe driving practices , California Vehicle Code, vehicle preventative maintenance. Ability to operate Class A and C vehicles in a safe and efficient manner, read and follow maps, plan and adhere to route schedules , to learn techniques and procedures for administering first aid, to learn patterns of behavior of disabled children, senior citizens, and other community service clients, willingness and patience to work with seniors and the disabled, awareness of program services and related referral sources, to communicate effectively both orally and in writing with clients , the public, volunteers, and staff, to exercise good judgment and take effective action in responding to emergency situations, to safely lift and move heavy objects, to maintain simple records . MINIMUM QUALIFICATIONS: Possession of a current and valid Class B and C California driver' s license. Experience in working with seniors or disabled individuals is highly desirable.
