HomeMy WebLinkAboutCity Council - 6364 % RESOLUTION NO. 6364 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH TO AMEND THE CITY CLASSIFICATION PLAN WHEREAS, the City Council wishes to amend the City Classification Plan, and The provisions of Personnel Rule 12-4 have been complied with, according to the official minutes of the Personnel Commission on file with the Commission secretary, and the City Council wishes to adopt the amendments recommended by the Personnel Commission herein, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows : The City Classification Plan is hereby amended by adding, deleting and reallocating the classifications and positions reflected herein below: New Classifications Director of Housing and Building - Exhibit "A" Housing Development Specialist - Exhibit "B" Delete Classification Director Housing/Redevelopment - Exhibit "C" Reallocation of Positions Director Housing/Redevelopment to Director of Housing and Building Development Specialist to Housing Development Specialist - 1 - Reclassification of Incumbent Employees Incumbent from Director Housing/Redevelopment to Director Housing and Building Incumbent from Development Specialist to Housing Development Specialist All other provisions of the Classification Plan shall remain the same. Mayor r ATTEST: APPROVED AS TO FORM: City Clerk cap- At r e Y ,4�1 1 _. 3 REVIEWED AND APPROVED: VED: City finis rator it dmini rator - 2 - 6364 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: DIRECTOR OF HOUSING AND BUILDING DATE: NOVEMBER, 1991 DUTIES SUMMARY: Under general direction of the Director of Community Development, plans, organizes and manages the Housing and Building Division of the City' s Community Development Department. EXAMPLES OF DUTI Responsibilities include the development, coordination, preparing, managing and recommending Department' s position on all Housing and Building related issues; implements and recommends the City' s adopted Housing Element Policies, Affordable Housing Programs and their related entitlements; oversees, assigns and supervises the City' s building construction activities including plan review, permit processing, construction inspection and housing code enforcement. Responsible for the enforcement of applicable Federal , State and City ordinances and codes; selects, trains, supervise and evaluate assigned professional and technical staff; prepare recommendation for promotion, disciplinary actions and terminations as appropriate; ensure the collection of all development fees ; participate with a variety of City Council appointed task forces; prepare divisional budget recommendation; participate in departmental budget, monitor expenditures of funds; perform related duties and tasks as needed. KNOWLEDGE SKILLS & ABILITIES: Thorough knowledge of Federal , State Housing Codes, laws, current and pending legislation and regulations; California Redevelopment law as related to housing issues; Federal Community Development Block Grant Programs and their regulations; principles and practices of governmental land use planning; various affordable housing financing including bond programs. Ability to design and implement affordable housing programs city-wide; ability to supervise professional and technical staff in the implementation, interpretation of the Uniform Building, Electrical , Plumbing, Housing and Dangerous Building Codes; ability to work independently with minimal direction; establish and maintain effective working relationships; meet schedules and time lines; plan, develop and direct programs : apply and explain laws, codes, regulations, policies and procedures. MINIMUM QUALIFICATIONS: Bachelor's degree in public administration, planning, business administration, mathematics, engineering or a related field and six (6) years of progressively responsible experience in the field or any combination of experience and training in a strongly related field. An advanced degree is preferred. Additional experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-to-year basis. Must possess a valid California Driver' s license. WPPERSP:263 EXHIBIT A 6364 CITY OF HUNTINGTON BEACH GLASS SPECIFICATION TITLE: HOUSING DEVELOPMENT SPECIALIST DATE: NOVEMBER, 1991 DUTIES SUMMARY: Under direction, assists in the research, planning and implementation -of assigned projects within the areas of housing, planning, and building related issues for the City of Huntington Beach. EXAMPLES OF DUTIES: Acts as technical staff on assigned housing projects; assists in the implementation of programs adopted in the City' s Housing Element for construction and rehabilitation of housing utilizing federal , state and local funds ; assists in the implementation of housing related redevelopment and City projects ; assists senior staff with the development and monitoring of program budgets; performs basic analyses of pro formal and development proposals ; coordinates the activities of consultants working in a variety of areas; monitors grant and various housing bond programs to assure compliance with federal , state and local regulations ; researches available information on various federal , state and local programs and analyze legislation pertaining to housing and other community development issues ; assist in developing new programs which promote, preserve and contribute to affordable housing opportunities city wide; performs related duties as required . KNOWLEDGE. SKILLS, ABILITIES & PERSONAL ATTRIBUTES: Knowledge of the ` principles , procedures and processes involved in implementing housing projects; knowledge of federal , state and local regulations pertaining to housing; basic working knowledge of public finance and budgets required for housing; ability to establish and maintain effective working relationships with a wide variety of people within the City system, with outside agencies and with the public; read and accurately interpret complex regulations, policies and procedures ; communicate effectively both orally and in writing; prepare reports and correspondence. MINIMUM QUALIFICATIONS: Graduation from an accredited college or .university with a degree in planning or related field. Two years of full time professional planning including redevelopment, housing or economic development experience. A Master' s degree in a related field may substitute for one year of the experience requirement. Valid California driver' s license. HPPERSP:271 EXHIBIT B 6364 CITY OF HUNTINGTON BEACH CLASS SPECIFICATION TITLE: DIRECTOR HOUSING/REDEVELOPMENT DATE: AUGUST, 1990 PRIMARY FUNCTION: Under general direction, is responsible for administration, supervision and implementation of various programs funded by Community Development Block Grants under the Department of Economic Development. PR C PAL DUTIES AND RESPONSIBILITIES: Responsible for supervising a variety of project managers and for ensuring the direction and coordination of all redevelopment activities within numerous project areas, including the consultation with various consultants, and assigned technical staff on the creation of objectives, priorities, budgets and schedules required to achieve maximum production and efficiency of the projects. Typical duties may include, but are not limited to: secure all required professional and technical services from each department and assure delineation of tasks; schedule timelines; coordinate the project staff team; provide programmatic direction, as necessary; secure maximum citizen and community involvement; developing, directing and coordinating related activities, as required; liaison with public and political officials and designated public agencies; supervise, train and evaluate assigned project staff members; develop, prepare and administer in collaboration with departmental directors, the project's budget and staff requirements; participate in the identification/development of innovative financing methods and sources. In addition, this position will participate with top-level management in planning, programming and implementation of agency activities; establish and maintain liaison with owner participants and/or developers; and coordinate with agency legal counsel. KNOWLEDGE. SKILLS. ABILITIES & PERSONAL A TRIBUTES: Strong knowledge of the following areas: the redevelopment process and all governing federal, state and local laws; agency policies, procedures, regulations and operational/administrative procedures; related technical disciplines and processes; methods and techniques of project management; redevelopment financing methods and procedures; demonstrated skills in the following areas: successful application of project management techniques to practical situations; supervise, train and evaluate assigned project staff; organize and coordinate a wide-variety of divergent activities toward a common objective; identify, analyze and recommend solutions to problems; negotiate effectively; prepare and administer assigned budget; successfully estimate costs, timeframes and prepare resource allocations; persuade and motivate others; establish and maintain effective work relationships with those contacted in the performance of required duties. MINIMUM QUALIFICATIONS: Sufficient training and/or experience which clearly demonstrate the possession of the knowledge, skills and abilities for this class as may be demonstrated by a bachelor's degree or the equivalent and five years responsible administrative or management experience in grant administration.
