A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH TO AMEND
THE CITY CLASSIFICATION PLAN
WHEREAS the City Council wishes to amend the City
Classification Plan, and
The provisions of Personnel Rule 12-4 have been complied
with, according to the official minutes of the Personnel
Commission on file with the Commission secretary, and the City
Council wishes to adopt the amendments recommended by the
Personnel Commission therein,
NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve as follows :
The City Classification Plan is hereby amended by adding,
and deleting the classifications and positions reflected herein
below:
New Classificatigna
Deputy Director, Recreation, Beaches & Development, Exhibit "A"
Telemetry, Instrument Technician, Exhibit "B"
Geographic Information System Technician, Exhibit "C"

All other provisions of the Classified Plan shall remain
the same.
PASSED AND ADOPTED by the City Council of the City of Huntington

CLASS SPECIFICATION
TITLE: DEPUTY DIRECTOR, RECREATION , BEACHES & DEVELOPMENT
DATE: MAY, 1992 1
DUTIES SUMMARY: Under administrative direction is responsible for managing,
supervising , and administering an expanding and flexible range of community
service programs of the Recreation, Beaches & Development Division of the
Community Services Department and to provide highly responsible and complex
administrative support to the department head.
EXAMPLES- OF DUTIES: Assumes management responsibility for all services ,
programs and activities of the Recreation, Beaches & Development Division of
the Community Services Department which includes , but is not limited to any
combination of the following: recreation services , beach and marine recreation
and safety, beach facilities and equipment maintenance, parking lot and
camping facility operations , park and facilities acquisition and development,
grants and contract administration. Manages and participates in the
development and implementation of goals , objectives , policies and priorities
for assigned areas *of responsibility; recommends appropriate service and
staffing levels per department and City policy; recommends , implements, and
administers policies and procedures . Monitors and evaluates the efficiency
and effectiveness of service delivery methods and procedures and recommends
and implements improvements . Supervises , trains., motivates and evaluates
division personnel ; provides for and coordinates staff training; counsels.
employees to correct deficiencies and to motivate; effectively recommends
personnel action . Manages and participates it the development and
administration of the division ' s annual budget and capital improvement
budget. Provides responsible staff assistance to the department head and
various boards , commissions , and citizen committees ; serves as departmental
liaison to resolve significant or controversial issues ; oversees a
comprehensive program of needs assessment and develops long term projects
relative to community interests and needs . Acts as liaison to foster
community interest and support for, division programs . Manages and administers
special projects as assigned. Prepares and presents staff reports . Oversees
the development, application submittal , and administration of grants .
Responds to citizen_ inquiries and resolves difficult and sensitive
complaints . — Provides recommendations regarding facility needs and priorities
for development; develops , negotiates , and recommends contract agreements ;
monitors contractor performance and implements controls .
KNOWLEDGE. SKILLS. ABILITIES & PERSONAL ATTRIBUTES: Broad knowledge of all
phases of community service programming, including recreation and leisure
services , beach and pier recreation, safety and maintenance services , parking
facility and camping operations , land acquisition and facility development.
Knowledge of organizational and management principles and practices ; modern
and complex principles and practices of program development and
administration; recreation and leisure theory; research and survey techniques ;
principles and practices of governmental budget preparation and
administration; principles and practices of supervision , training , motivation
and evaluation . Ability to manage, plan , organize, direct, supervise and
administer comprehensive community service programs ; supervise , train and
evaluate employees and effectively recommend personnel action; provide
leadership and direction; effectively recommend program goals , objectives ,
practices for programming services ; work effectively with citizen groups ,
boards , commissions , and committees ; plan , effectively recommend --and

administer division budget; prepare clear and concise administrative and
financial reports ; analyze problems and solutions ; interpret and apply
Federal , State and local policies , laws and regulations; communicate clearly
and concisely both orally and in writing.
MINIMUM_ QUALIFICATIONS: Sufficient training and/or experience to clearly
demonstrate the skills , knowledge, abilities and personal attributes required
for this class as may be demonstrated by four years of increasingly
responsible community services experience with at least two years experience
at the mid—management level and a bachelor' s degree in recreation, sociology
or closely related discipline. Master' s degree and/or registration as an
administrator or supervisor with the California Parks and Recreation Society
are highly desirable. Must have a current, valid California Class C driver' s
license.

TITLE: TELEMETRY INSTRUMENT TECHNICIAN
DATE: MAY, 1992
DUTIES SUMMARY: Under general supervision performs complex technical duties in
installation, servicing and calibration of all direct and remote computerized
telemetry monitoring and data logging controls for sewer lift and wastewater
treatment facilities .
DISTINGUISHING CHARACIERISTI.CS: This is a journey level classification dealing
with remote telemetry monitoring devices.
ElCAMPLE$ OF DUTIES: Under general supervision responsible for the City Telemetry
Alarm System and communication equipment. Install , maintain and repair solid state
electronic equipment including Vaxstation 2000 computer systems , CRT monitors , TKSG
tape drive storage devices , Date to Voice conversion circuitry, Accutel modems, Dot
matrix printers, computer keyboards , hard drives , uninterruptible power supply
systems , laptop computers, diagnostic testing equipment, line protection units ,
8-bit digital input modules , digital terminal units , remote battery backup systems ,
alarm timer circuitry, telephone-telecommunication equipment, polling modules,
Electromate control panels, air transfer alarm circuitry, duplex logic chassis
circuitry, elapsed time meters, phase monitors, voltage monitors , current monitors ,
water level indicating devices, high level alarm circuitry, low level alarm
circuitry, station flood alarm circuitry, station power fail alarm circuitry,
intrusion alarm circuitry, control panel failure circuitry, telemetry panel failure
circuitry, pump failure circuitry, power transmission components , and phone line
amplification circuitry. Install , maintain and repair hydraulic and mechanical
control valves , large and small pumps and electric motors .
Maintain, clean and repair sewage collection lines, manholes , lift stations and
other sewage facilities and equipment. Responsible for the surveillance,
monitoring and repair of stationary equipment, such as lift stations. Maintain
daily records of operation, maintenance and repair of generators, pneumatic and
electric tools , voltage meters, current meters , flow meters, oscilloscopes, gas
detectors , a variety of hand tools and other portable equipment.
Respond to complaints concerning sewer odors, sewer blockages, hazardous material
spills , noisy manhole covers and make corrections and recommendation. Provide
training and assistance to other works. Operate hydro-cleaner, vactor, water
truck, utility trucks and other similar vehicles . Comply with department safety
regulations . Prepare reports on the City collection system performance and
maintenance.
KNOWLEDGSKILLS, ABILITIES & PERSONAL ATTRIBUTO: Thorough knowledge of remote
telemetry control and data acquisition devices . Knowledge of theory, principles
and applications of solid state circuitry as used in computers and programmable
controllers . Ability to analyze problems in a remote telemetry monitoring system.
Ability to install , maintain, troubleshoot, repair, modify a variety of
communications and electronic systems ; read and interpret instructions in technical
manuals including circuitries , schematics and symbols; read blueprints; use the
proper test equipment related to electronic maintenance and repair; establish and
maintain effective working relationships with other City staff, electronic
contractors and members of the general public; record technical information on time
sheets , logs , invoices , etc .

TELEMETRY INSTRUMENT TECHNICIAN
MINIMUM QUALIFICATIONI Education equivalent to Associate of Applied Science
Degree from an accredited technical institute, college or university. Certificate
equivalents to Water Treatment Operator 1 , Water Distribution Operator Grade 1
and/or certificate in Collection System Maintenance. Valid and appropriate
California Driver' s License.
Experience: Three years experience in operation, maintenance and repair of
telemetry systems in the field of wastewater.

TITLE: GEOGRAPHIC INFORMATION SYSTEM TECHNICIAN
DATE: MAY, 1992
DUTIES .SUMMARY: Under general supervision, implements the City' s computerized
Geographic Information System (GIS) ..
DISTINGUISHING CHARACTERISTICS: This is a technical position which performs
duties in support of the City of Huntington Beach' s GIS function.
EXAMPLES F D TIE : Evaluates new GIS software packages ; works with
hardware/software vendor -to -insure that the City receives the proper equipment;
works with conversion consultants and reviews submitted work for completeness
and conformance with City GIS standards ; develops and implements GIS
applications; designs and implements GIS databases ; updates the GIS maps ;
produces hard copy maps with pen plotters ; works with firms outside the city to
produce electrostatic plots of maps ; reviews memorandums, reports and other
written materials for the purpose of summarizing and making reports and
recommendations; prepares analyses of cost and/or effectiveness; participates in
in--depth study projects, works independently on technical assignments and
provides lead supervision to others engaged in technical GIS related work;
trains others in the use and operation of the GIS. Performs other duties as
assigned.
KNOWLEDGE, SKILLS. ABILITIES & PERSONAL ATTRI Considerable knowledge of
the modern principles of Geographic Information Systems as applied to city
government; ability to read maps and plans to create computerized maps ;
understanding of database graphics and database design; knowledge and experience
in the operation of different computer systems and operating systems; work
independently based on written and verbal instructions in the support of the GIS
function and supervision and training of others , provides technical assistance
to City users , establish and maintain cooperative work relationships with
others ; performs tasks requiring finger dexterity and visual acuity. -
MINIMUM OUALIFICATIONS: Educations and/or experience which clearly demonstrates
the possession of the knowledge, skills and abilities such as education and/or
experience equivalent to attainment of an Associate degree in Computer Science,
Engineering, Mathematics or related field, and two years computerized drafting
or equivalent including at least twelve months in Geographic Information Systems.

CLASS SPECIFICATION
TITLE: CRIME ANALYST SENIOR
DATE: APRIL, 1992
DUTIESSUMMARY: Under direction, performs complex crime analysis functions for
to identify crime trends, patterns and perpetrators .
DISTINGUISHING CHARACTERISTIC S: This position is assigned as a senior technical
specialist to the Career Criminal Apprehension Program (C--CAP) .
EXAMPLES OF DUTIES: Plan, prioritize, assign, supervise and review the work of
staff responsible for providing crime analysis. Supervise the development and
distribution of various statistical and analytical reports , respond to user
requests regarding a variety of Police data and information. Design and develop
complex crime analysis techniques and methodologies . Supervise, organize and
review the work of technical and clerical personnel ; select, supervise, train
and evaluate staff; assist in the analysis , evaluation and modifications of
crime analysis methods and procedures and identify and analyze crime patterns ,
series and trends ; collect, analyze and summarize statistical data; evaluate,
monitor and maintain automated information ' systems. Prepare clear and concise
reports ; communicate clearly and concisely, both orally and in writing;
establish and maintain effective working relationships between all of the
involved law enforcement agencies.
KNOHLEDGE, SKILLS, ABILITIES & PERSONAE. ATTRIBUTES: Principles of supervision,
training and performance evaluation; principles , practices , techniques and
methodologies used in crime analysis; principles and practices of mathematics
and statistics; principles of analytical report writing; automated data entry
and retrieval techniques; types, elements and sources of data for crime
anaiysis . Knowledge of personal computer, design programs to store, retrieve
and analyze information. The knowledge of budget administration and preparation
and the ability to monitor expenditures.
MINIMUM QUALIFICATIONS: Equivalent to graduation from an accredited four year
col-lege or university with a major in criminal justice, -public administration or
related field. Relevant experience and training may be substituted for an
academic education on a year for year basis . Two years experience in analysis
or statistical research. Experience in Crime Analysis highly desirable. Valid
California Driver' s License.

TITLE: CRIME ANALYST
DATE: APRIL, 1992
DUTIES SUMMARY: Under supervision, prepares and developer analytical data
relevant to crime, trends patterns and prepetrators .
DISTINGUISHING CHARACTERISTICS: This position is assigned to the Career
Criminal Apprehension Program (C-CAP) .
EXAMPLES OF DUTIES: .Under the general supervision of the Senior Crime Analyst,
prepares and disseminates analytical data relevant to crime series, trends ,
patterns and suspect information to enhance pro-active and reactive law
enforcement capabilities; and performs related responsibilities as required.
Work with multiple law enforcement agencies to identify, evaluate and report
upon major crime activities, crime patterns, and crime trends to analyze crime
data to produce crime bulletins, crime patterns, and suspect profile information.
KNOWLEDGE. SKILLS. ABILITIES & PERSONAL ATTRIBUTES: Knowledge of criminal
justice principles and crime analysis concepts, practices and investigative
procedures: knowledge of research methods and techniques ; knowledge of .data base
applications using computer software and hardware. Ability to use computer
application programs to prepare reports and present findings through the use of
charts , graphs and statistical tables. Conduct special studies, complete
monthly activity reports, maintain and update probation and parole data files
for investigative review.
MINIMUM ALIFICATIONS: Equivalent to graduation from an accredited four year
college or university with a major in criminal justice, public administration or
related field. Revelant experience and training may be substituted for an
academic education on a year for year basis. One year experience in analysis or
statistical research... ...Experience in___Crime Analysis highly desirable. Valid
California Driver' s License.
