RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ADOPTING AND CERTIFYING
ENVIRONMENTAL IMPACT REPORT NO. 91-2
WHEREAS, on January 8, 1991 an application was submitted in
connection with a proposed development, requesting a General
Plan Amendment and Zone Change of approximately 62 acres
located in the City of Huntington Beach on property owned by
McDonnell Douglas Corporation; and
An Environmental Impact Report (EIR No . 91-2) has been
prepared to address the environmental effects, mitigation
measures, and project alternatives associated with the proposed
McDonnell Douglas Realty Company Project; and
The Draft EIR was prepared in accordance with the
California Environmental Quality Act (CEQA) , the State CEQA
Guidelines (hereafter Guidelines) , and City environmental
procedures; and
Written and oral comments on the EIR were received from the
public and responsible agencies during and after the review
period; and
The City of Huntington Beach Planning Commission conducted
public hearings to receive public testimony with respect to the
Draft EIR; and
Such comments and testimony were responded to through a
Response to Comments document and said document was made
available in a manner prescribed by CEQA and the Guidelines; and
Public Resources Code 21092 . 5(a) requires that the City of
Huntington Beach provide a written proposed response to any
public agency that commented on the EIR, and the Response to
Comments included in the Final EIR satisfy this provision; and
The Planning Commission has reviewed all environmental
documentation comprising the EIR, inch*ding all elements of the
Final EIR, and has found that the EIR considers all
environmental effects of the proposed McDonnell Douglas Realty
Company Project, and is complete and adequate, and fully
complies with all requirements of CEQA and the Guidelines;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH AS FOLLOWS:
SECTION 1: The City Council recommends certification
of the Final EIR as complete and adequate in that it addresses

all environmental effects of the proposed McDonnell Douglas
Realty Company Project and fully complies with the requirements
of CEQA and the Guidelines . The Final EIR will be composed of
the following elements :
a . Draft EIR and Technical Appendices
b. Planning Commission and City Council staff reports
C. Planning Commission and City Council Minutes
d. Comments received on Draft EIR responses to those
comments
All of the above information has been and will be on file
with the City of Huntington Beach Planning Department, 2000
Main Street, Huntington Beach, California 92648 and with
the Secretary of the Commission.
SECTION 2 : The City Council finds that the Final EIR
has identified all significant environmental effects of the
project and that there are no known potential environmental
impacts not addressed in the Final EIR.
SECTION 3 : The City Council finds that the Final EIR
has described all reasonable alternatives to the project that
could feasibly obtain the basic objectives of the project
(including the "no project" alternative) , even when these
alternatives might impede the attainment of project objectives
and might be more costly. Further, this Council finds that a
good faith effort was made to incorporate alternatives in the
preparation of the Draft EIR and all reasonable alternatives
were considered in the review process of the Final EIR and
ultimate decisions of the project.
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach at a regular meeting thereof held on the 17th _ day

I, CONNIE BROCKWAY, the duly elected, qualified City
Clerk of the City of Huntington Beach, and ex-officio Cleric of the
City Council of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington Beach is seven;
that the foregoing resolution was passed and adopted by the affirmative
vote of at least a majority of all the members of said City Council
at a regular meeting thereof held on the 17th day
of August 19 92 , by the following vote:
